2.   PURPOSE

  • Responsible to the Senior Officer for administration of Aid Donor funded scholarships and in-country training and execution of learning and development databases for donor funded scholarships.
  • Effective implementation of the CNA framework for public sector skills and knowledge gap identification.

4.   PRINCIPLE ACCOUNTABILITIES

4.1 Effective implementation of donor funded scholarships, in-country training and development and assist populate the L&D databases for all forms of scholarships and training.

4.2 Effective implementation of the CNA framework for public sector skills and knowledge gap identification

5.   MAJOR DUTIES

5.1 Provide sound clientele advice (verbal/written) to public sector agencies relating to Donor Funded Scholarships in line with the PSMA, General Orders, Business Processes, other government legislations, policies and circular instructions.

5.2 Prepare and undertake logistical arrangements prior to DFT and C.N.A workshops in a timely manner.

5.3 Assist update and maintain the learning and development database for donor funded scholarships, alumni’s and other forms of training.

5.4 Assist document all valid flaws, discrepancies, amendments, issues and concerns collated in workshops, seminars and meetings.

5.5 Register all overseas scholarship application bid forms and prepare for screening in a timely manner.

5.6 Search websites of various institutions for courses/programs in preparation to make announcements.

5.7 Follow-up with Government Agencies for Form STD 6.1 on Training Evaluation and other relevant documents are collated.

5.8 Disseminate Circular Instructions in a timely manner.

5.9 Provide progressive fortnightly activity report on all assigned activities for the branch.

6.   NATURE AND SCOPE

The job revolves around capacity development provided to the public sector population through coordination of Donor Funded Scholarships, other in-country training and C.N.A.

The position must also ensure all donor funded scholarships and C.N.A are properly recorded on a reliable database and effectively monitored for sound reporting purposes.

The scope of the job is limited to Provincial Administrations, National Departments, Public Hospitals and Government Funded Agencies.

6.1   WORKING RELATIONSHIPS

(a) Internal

This is one of three positions that report directly to the Senior PS Scholarships & Training & C.N.A officer.

The incumbent liaises closely with the other colleagues of the division, Corporate Services, Policy Wing and other relevant divisions.

(b) External

The incumbent liaises and consults with counterparts from other line departments, public hospitals, PHAs and provincial administrations.

Liaises with HRD Managers of Departments, donors and development partners.

6.2 WORK ENVIRONMENT

The position is administrative and is located in Waigani and where required, official visits to government agencies within and outside of National Capital District to undertake capacity enhancement programs is inevitable.

7.     CONSTRAINTS FRAMEWORK AND BOUNDARIES

Rules/procedures – Job operates within the precincts of the Public Service (Management) Act, Public Service General Order, Code of Conduct and Business Ethics, Public Finance (Management) Act, DPM Circular Instructions. Constraints will be due to amendments to policies and legislations and restrictions imposed through government circulars and instructions like redrafting of human resource management policies, practices and procedures.

Decision- Effective and appropriate advice on the implementation processes relating to delegated powers from the Secretary under Section 23 of the Public Service (Management) Act.  And allocation of work assignments to subordinate officers.

Recommendations - Facilitate effective approval process on DFT, in-country training and C.N.A practices by line departments.

8.   CHALLENGES

Key challenges for the job include:  effective implementation of Branch Work Plan, timely feedback from agencies, records management and resource constraints.

9.   QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • Degree in Management preferably in HRM or Public Administration, or other qualifications acceptable to Secretary, DPM. 

(b) Knowledge:  Must have good knowledge of the following: -

  • Public Service (Management) Act 2014, General Orders, Business Processes
  • Public Finance (Management) Act
  • Public Service Policies, Procedures, Practices and Systems
  • Organic Law on Provincial and Local Level Government
  • District Development Authority Act, PHA Act
  • Policies (C.N.A and Career Pathing)
