2.    PURPOSE

  • To maintain responsibility to the Manager through the Senior HRAS Officer(Recruitment & Selection in providing appropriate HR Advisory services to whole of government especially the Highlands Region Agencies in ensuring compliance on approved processes in implementing & facilitating of all New Hire requests and Recruitment & Selection matters.
  • To provide compliance assessments on new hire requirements and recruitment & selection Region Agencies’ requests.

4.     PRINCIPLE ACCOUNTABILITIES

4.1     Effective sound advice and accurate interpretation of the Public Service (Management) Act 2020, Public Finance Management Act, Public Service General Orders (2012) to clients.

4.2    Effective client service on all matters relating to organization design, development and changes, recruitment, selection, new hires.

4.3    Development of client service standards and maintenance of the help desk.

4.4    Effective coordination of public service redundancy program within financial means.

4.5     Attend meetings and report outcomes.

4.6    Effective implementation of staff performance appraisals.

4.7    Effective reporting on section activities    

5.     MAJOR DUTIES

5.1   Administer recruitment & selection and new hires.

5.2   Conduct six monthly staff performance appraisals for staff.

5.3   Participate in other cross functional activities within the division as and when required.

5.4   Provide progressive weekly activity report on all assigned activities.

5.5   Ensure appropriate technical advice in Recruitment & Selection, & new hire requirements

5.6    Administer Retirement & Recruitment & Selection matters

5.7     Provide progressive weekly activity report on all assigned activities

5.8   Timely entry of selection decisions (new hire, selection data) on the IHRPMS.

6.     NATURE AND SCOPE

The job focuses on provision of comprehensive advisory services as well as compliance checks undertaken on Recruitment & Selection, New Hires, ensuring compliance with the Public Service (Management) Act 2020, and the Public Service General Orders (2012).

The position must also ensure all Recruitment & Selection, New Hires, are properly recorded into a database and effectively monitored for sound reporting purposes.

The scope of the job is limited to Provincial Administrations, Public Hospitals and PHAs in the Region.

6.1   WORKING RELATIONSHIPS

(a)   Internal

  • This position is one of three positions that reports directly to the Manager – HR Client Service through the Senior HRAS Officer (Recruitment & Selection)

          

(b) Consults and liaises with officers at the same level within the Division and other relevant DPM divisions (Legal & Investigations, Industrial & Employment Conditions, MIS&S).

(c)  External

  • The incumbent as and when required liaises and consults with counterparts from NGI  Region Agencies in Provincial Administrations, PHAs and Public Hospitals.
  • Liaises with HRM Managers or their delegates, Provincial Administrators and CEOs.

6.2  WORK ENVIRONMENT

The position is administrative and is located in Kokopo however, when required, official visitation to Waigani is inevitable.

7.     CONSTRAINTS FRAMEWORK AND BOUNDARIES

Rules/procedures – Job operates within the precincts of the Public Service (Management) Act 2020, Public Service General Order, Code of Conduct and Business Ethics, Public Finance (Management) Act, DPM Circular Instructions. Constraints will be due to amendments to policies and legislations and restrictions imposed through government circulars and instructions like redrafting of human resource management policies, practices and procedures.

Decision- Effective and appropriate advice on the implementation processes relating to delegated powers from the Secretary under Section 23 of the Public Service (Management) Act and allocation of work assignments to subordinate officer.

Recommendations - Facilitate effective approval process on submissions by Region Agencies.

8.     CHALLENGES

Key challenges for the job include:  effective implementation of the Section Annual Work Plan, record management, timely, effective and efficient execution and completion of HR matters and resource constraints.

9.     QUALIFICATIONS, EXPERIENCES AND SKILLS

(a)  Qualifications

  • First degree majoring in Human Resource Management, Business or Public Administration.
  • Diploma in HRM, Public Administration or other qualifications acceptable by Secretary DPM.

(b)   Knowledge – Must have good knowledge of the following:-

  • Public Service (Management) Act 2020, General Orders, Business Processes
  • DPM Circular Instruction, Finance Instructions
  • Public Finance (Management) Act
  • Public Service Policies, Procedures, Practices and Systems
  • Organic Law on Provincial and Local Level Government
