2.  PURPOSE

2.1       To work with agencies across the public service to effectively implement the National Public Service GESI policy’s principles and values.

2.2       To coordinate capacity building programs, provide technical assistance, source and deliver relevant training to key personnel working on implementing GESI within their respective agencies. Programs such as the Public Service Male Advocacy Network (PSMAN) and the Coalition of Public Service Women in Leadership (CWIL).

2.3       To coordinate the collation of monitoring and evaluation data from programs, case management, activities, strategies, systems and process that have been established to effectively implement the GESI policy across the public service.

2.4       To work with agencies across the public service to identify and train public servants who can support GESI managers mainstream and advocate for the principles and values of GESI through sensitization awareness within their agencies.

4.  PRINCIPLE ACCOUNTABILITIES

4.1 Efficient and effective leadership, advice, coordination and management of resources to integrate the National Public Service GESI Policy into the Public Service Legislations, policies, systems and procedures.

4.2 Administrative processes and systems are developed to ensure that GESI issues across public sector agencies are addressed, regularly monitored and evaluated to ensure specific outcomes are achieved.

4.3 Every public sector agency should have a GESI profile for the GESI policy’s seven priority areas which are; 1) Employment, 2) Women in Decision Making, 3) Gender Based Violence, 4) Education and Training, 5) Health and Wellbeing, 6) HIV/AIDS and 7) Economic Empowerment.

4.4 GESI Whole of Government Coordination team, including agencies GESI managers are given the guidance and leadership to drive the implementation of the GESI policy.      

5.  MAJOR DUTIES

5.4       GESI statistics, data and other information about issues, challenges, the impact of programs, research and analysis are collated and managed through a data base for the purpose of evidence-based advice and reporting. 

5.5       Relevant GESI training programs, Information-Communication-Education (IEC) materials are produced and delivered to internal and external stakeholders.

5..6      GESI Whole of Government Coordination team, including agencies GESI managers are given the guidance and leadership to drive the implementation of the GESI policy.

6.  NATURE AND SCOPE

The Senior GESI Officer will be responsible for providing the technical support in all the key deliverables relating to women in leadership (WIL); man advocacy network (MAN); complaints processing & data collection and coordination of mainstreaming programs and activities that will ensure public service systems and processes reflect the values and principles of GESI.

6.1             WORKING RELATIONSHIP

(a) Internal

This position will be reporting directly to the Branch Managers in their respective Regions and Sectors and the office of the Director, where necessary.

Regularly consults and liaises with the Branch Managers, Executive Managers, and colleagues within the Division or other stakeholders within the department to collate, analyze and report on data and information

(b) External

The Senior Officer is required to establish a network among counterparts across public sector agencies and stakeholders either at the national, international or regional level.   

Collaborate with GESI Managers, HRM Managers, GESI Focal points, Development Partners, Service Providers, Heads of Departments or their delegates at National and Provincial level to monitor, evaluate and report on the impact of the GESI policy.

6.2              WORK ENVIRONMENT

The position is administrative and is located in the Department of Personnel Management office in Waigani, there will be official visits to the respective regions and sectoral agencies within and outside of National Capital District to undertake GESI activities and programs.

7.      CONSTRAINTS FRAMEWORK AND BOUNDARIES

Rules/procedures

 

Job operates within the precincts of the Public Service (Management) Act, Public Service General Order, Code of Conduct and Business Ethics, Public Finance (Management) Act, DPM Circular Instructions. Constraints will be due to amendments to policies and legislations and restrictions imposed through government circulars and instructions like redrafting of human resource management policies, practices and procedures.

8.  CHALLENGES

Key challenges for the job include:  effective implementation of the branch Work Plan, records management, timely, effective and efficient execution and completion of GESI roll out programs which may delay due to resource issues such as funding.

9.  QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • A Degree in Management, Public Policy, Public Administration, Gender Studies or other Social Science field of studies, or other qualifications acceptable by Secretary DPM

(b) Knowledge

Excellent knowledge of:

  • Public Service (Management) Act, other relevant administrative Acts
  • Public Service General Orders and Business Processes
  • PS Code of Business Ethics
  • GESI Policy & other related policies or materials
  • Public Finance (Management) Act
  • Public Service Policies, Procedures, Practices and Systems
  • Organic Law on P&LLGA
  • Vision 2050/MTDP
  • International Conventions and Treaties regarding gender equity and social inclusion

(c) Skills
