2.   PURPOSE

Responsible to the respective Regional and Sectoral Manager through the Senior HRAS Officer (Retirement & Offline) on Retirement and Offline activities for the Regional and Sectoral agencies including Funded Institutions on a weekly and fortnightly basis and providing reports for purposes of submission to the Staffing and Establishment Branch and Organization, Staffing and Personnel Emoluments Audit Committee (OSPEAC).

4.   PRINCIPLE ACCOUNTABILITIES

4.1    Effective interpretation of the Directorate’s MAP and Branch Work Plan for the Section to support achieve DPM objectives.

4.2    Effective implementation of activities in line with Branch Work Plan to achieve identified goals and objectives of the branch.

4.3    Effective sound and accurate interpretation of the Public Service (Management)
Act, Public Finance Management Act, Public Service General Orders (2012), Business Processes and relevant Circular Instructions and MOAS to clients relating to retirement and offline.

4.4    Effective reporting on Retirement and Offline activities on a fortnightly, monthly and quarterly basis.

4.5       Effective records management of all Retirement & Offline calculations and activities.

5.   MAJOR DUTIES

5.1 Provide appropriate advice (verbal/written) on Retirement and Offline procedures consistent with the Public Service (Management) Act, Public Finance Management Act, Public Service General Orders (2012), Business Process 4.4 and 16.2, Circular Instructions and MOAs to agencies, stakeholders and affected officers.

5.2 Register and acknowledge all Retirement & Offline requests and complaints.

5.3 Calculate retirement entitlements manually and through the Babyman System and submit to Branch Manager through the Senior Advisor for checking.

5.4 Prepare Claims, Individual Summaries, Calculation Benefit Forms for further clearance before Cheque runs.

5.5 Prepare Deeds of Release for Retirees and immediately names are taken off sheet upon receipt of signed DORs (All signed DORs and completed offline forms should reach DPM strictly within specified timeframes).

5.6 Assist HRAS Manager with preparation of cheques and DoRs for affected individuals/Agencies.

5.7 Assist HRAS Manager with logistical arrangements for stakeholders/clients meetings and assist with compilation of Report.

5.8 Assist HRAS Manager facilitate Redeployment of unattached officers utilizing GO16.2 Business Process governing redeployment.

5.9 Maintain all Retirement and Offline records.

5.10 Participate in other cross functional activities within the division as and when required.

5.11 Provide progressive weekly and fortnightly reports on all assigned activities for the section to the Branch Manager through the Senior Advisor.

6.   NATURE AND SCOPE

The job focuses on monthly, quarterly and annual monitoring and reporting of Retirement and Offline claims of public servants.  It also ensures that reports of Retirement and Offline claims are ready and provided for the purposes of S&E and OSPEAC.

The scope of the job is limited to Regional and Sectoral agencies.

6.1   WORKING RELATIONSHIPS

(a) Internal

  • This is one of two positions that reports directly to one of two HRAS Manage
  • The incumbent liaises closely with other advisors within the division, other relevant DPM divisions (MIS, IER, M&CAR).

(b) External

  • The incumbent as and when required liaises with key departments (PEA, Treasury, Finance).
  • Liaises with HRD Managers and counterparts from WoG agencies.

  6.2 WORK ENVIRONMENT

The position is administrative and is located in Waigani however, if required, official visitation to government agencies within and outside of NCD to undertake R&R is inevitable.

7.     CONSTRAINTS FRAMEWORK AND BOUNDARIES

Rules/procedures – Job operates within the precincts of the Public Service (Management) Act  Public Service General Orders, Code of Conduct and Business Ethics, Public Finance (Management) Act, DPM Circular Instructions and R&R MOAs. Constraints will be due to amendments to policies, legislations, NEC Directives and restrictions imposed through government circulars and instructions.

Decision – Not in a decision-making position

Recommendations – Can recommend to the Senior and to the Manager on certain Retirement & Offline matters.

8.   CHALLENGES

Key challenges for the job include:  effective implementation of Retirement requests in terms of resource constraints, turn-around time on offline claims and GoPNG agencies inability to budget for their retirees.

9.   QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • A Degree in Management or a Diploma in HRM, Public Administration or other qualifications acceptable by Secretary DPM

(b) Knowledge:  Must have excellent knowledge of the following:-

  • Public Service (Management) Act 2014, General Orders, Business Processes 4.4 and 16.2
  • Public Finance (Management) Act & relevant financial policies
  • Relevant Public Service Policies (IRC, PEA)
  • Babyman System

(c) Skills - Ability to demonstrate the following skills at a high level:-

(d) Experience
