4. PRINCIPLE ACCOUNTABILITIES
4.1 Effective management, leadership, control and direction of Branch function, finances and human resources.
4.2 Effective sound and accurate interpretation of the Public Service (Management) Act 2020, SCMC Act, the Public Service General Orders (2012). Public Finance (Management) Act, PHA Act, District development Authority Act, Public Service Code of Business Service & Conduct.
4.3 Effective provision of appropriate advice, direction, coordination and implementation of human resource developed policies related to organization design, staffing & establishment and manpower coordination, recruitment & selection, normal attrition and other entitlements and contract administration principles and practices consistent with set legislations and standards.
4.4 Effective provision of recommendations on cost-effective measure and human resource management requirements.
4.5 Effective execution of delegated tasks to staff.
5. MAJOR DUTIES
5.1 Provide oversight over the branch activities, staff, and resources.
5.2 Plan and implement quarterly and monthly work programs, projects, and activities in line with the Divisional Office’s MAP.
5.3 Provide oversight on the compliance requirements for all OD matters, staffing and establishment, recruitment and selection, offline pays, and contract requirements for the NGI Region, and advise the Secretary and the Department through the responsible Director on outcomes and recommendations.
5.4 Interpret and provide advice (verbal/written) on the Public Service (Management) Act 2020, SCMC Act, and Public Service General Orders (2012) pertaining to OD, retirement and retrenchment, contracts, recruitment and selection, structure loads, and new hire requests to clients.
5.5 Ensure investigations and audits on client issues are properly assessed and scrutinized.
5.6 Provide appropriate technical advice in selection hearings for recruitment and appointment of public servants, contract review hearings, and disciplinary committee hearings.
5.7 Ensure effective management and checks on the quality and compliance for new hires, structure loads, offline pays, and other payroll transactions.
5.8 Develop client service standards and ensure client service help desk information is constantly updated and maintained.
5.9 Prepare and submit the branch budget in a timely manner.
5.10 Attend meetings on behalf of the Executive Manager and provide documented outcomes of the meeting.
5.11 Coach and mentor branch staff to build capacity and maintain a conducive working environment.
5.12 Ensure appropriate HR advice on employee relations and other related issues are communicated to the whole of government in a timely manner.
5.13 Conduct six-monthly performance appraisals for branch staff.
5.14 Participate in other cross-functional activities within the division as and when required.
5.15 Provide progressive fortnightly activity reports on all assigned activities for the branch.
6. NATURE AND SCOPE
The job focuses on provision of comprehensive advisory services as well as compliance checks undertaken on organizational design & development, recruitment & selection, New Hires, redundancies and retrenchment ensuring compliance with the Public Service (Management) Act 2020, SCMC Act, Public Finance Management Act, and the Public Service General Orders (2012), before agency requests are facilitated and implemented.
The scope of the job is limited to national agencies within the Social Sector.

The position is administrative and is located in Waigani however, when required, official visits to the regional locations to undertake clientele services is inevitable.
7. CONSTRAINTS FRAMEWORK AND BOUNDARIES
Rules/procedures – Job operates within the precincts of the Public Service (Management) Act 2020, Public Service General Order, Code of Conduct and Business Ethics, Public Finance (Management) Act, DPM Circular Instructions. Constraints will be due to amendments to policies and legislations and restrictions imposed through government circulars and instructions like redrafting of human resource management policies, practices and procedures.
Decision- Effective and appropriate advice on the implementation processes relating to delegated powers from the Secretary under Section 23 of the Public Service (Management) Act and allocation of work assignments to subordinate officers.
Recommendations - Facilitate effective approval process on HR submissions by the Admin Sector Agencies.
8. CHALLENGES
Key challenges for the job include: effective implementation of the Branch Annual Work Plan, record management, timely, effective and efficient execution and completion of all functions of client service branch and resource constraints.
