2. PURPOSE
Responsible for the efficient and effective administration of Contracts of Employment for National Senior Officers, Short Term Contract Employment and Non-Citizens in the Public Service specifically in the Social Sector.

4. PRINCIPLE ACCOUNTABILITIES
4.1 Efficient and effective administration and interpretation of contracts of employment.
4.2 Provide sound advice to the Manager on all matters relating to Contract Administration for the sector.
4.3 Deliver effective client services on matters relating to contracts.
4.4 Ensure accurate and effective interpretation of the Public Service (Management) Act 2020, SCMC Act, Public Employment (Non-Citizens) Act, and the Public Service General Orders (2012) in relation to contracts.
4.5 Ensure timely completion of contract reviews by staff before clearance.
4.6 Maintain an up-to-date and effective contracts database.
4.7 Follow up on delegated tasks assigned to staff to ensure completion.
4.8 Attend meetings on behalf of the Manager as required.
4.9 Ensure effective application of staff performance appraisal systems.
4.10 Prepare and submit weekly reports on section activities.
5. MAJOR DUTIES
5.1 Manage contracts for the Region effectively and efficiently in line with the branch work plan.
5.2 Provide sound interpretation on Contracts of Employment for citizens and non-citizens in accordance with the Public Service (Management) Act, the Non-Citizens Act, and relevant policies.
5.3 Advise clients (Agency HRM/Contract Officers) on the application of terms and conditions, including benefits and entitlements applicable to various categories of contract employees.
5.4 Conduct Cost Benefit Analysis against the Personnel Emoluments budget to determine eligibility for contract processing.
5.5 Prepare reports and recommendations on non-citizen contracts for the Secretary, Department of Personnel Management’s approval.
5.6 Maintain an updated database on the number and category of contracts awarded and the total cost of contracts.
5.7 Follow up with the responsible action officer on defective contracts requiring legal interpretation and input to expedite processing.
5.8 Verify that all contracts are properly prepared and compliant with relevant public service policies, procedures, and standards.
5.9 Monitor and update the contracts database on a regular basis.
5.10 Conduct six-monthly performance appraisals for sector staff.
5.11 Participate in cross-functional activities within the division as and when required.
5.12 Provide progressive weekly activity reports on all assigned tasks and responsibilities.
6. NATURE AND SCOPE
The job focuses on provision of comprehensive advisory services as well as compliance checks undertaken on national citizen and non-citizen contracts ensuring compliance with the Public Service (Management) Act 2020, SCMC Act, Public Employment (Non-Citizens) Act, NCTA Regulations and the Public Service General Orders (2012), before facilitation of contracts.
The position must also ensure all contracts are properly recorded into a database and effectively monitored for sound reporting purposes.
The scope of the job is limited to Provincial Administrations, National Departments, Public Hospitals, PHAs and Government Funded Agencies.

6.2 WORK ENVIRONMENT
The position is administrative and is located in Waigani however, when required, official visitation to government agencies within the NGI Region to undertake Business Process on contracts is inevitable.
7. CONSTRAINTS FRAMEWORK AND BOUNDARIES
Rules/procedures – Job operates within the precincts of the Public Service (Management) Act 2020, Public Service General Order, Code of Conduct and Business Ethics, Public Finance (Management) Act, DPM Circular Instructions. Constraints will be due to amendments to policies and legislations and restrictions imposed through government circulars and instructions like redrafting of human resource management policies, practices and procedures.
Decision- Effective and appropriate advice on the implementation processes relating to delegated powers from the Secretary under Section 23 of the Public Service (Management) Act and allocation of work assignments to subordinate officers.
Recommendations - Facilitate effective approval process on contract administration practices by the Region agencies.
8. CHALLENGES
Key challenges for the job include: effective implementation of the Section Annual Work Plan, record management, timely, effective and efficient execution and completion of contract reviews and resource constraints.

A Degree in Management or a Diploma in HRM, Public Administration or other qualifications acceptable by Secretary DPM.
