2.    PURPOSE

The Manager – Bilateral Services is responsible for leading the development, coordination, and management of bilateral service arrangements and partnerships with domestic and international government counterparts. The role supports the agency’s strategic objectives by ensuring effective service delivery, compliance with intergovernmental agreements, and fostering strong stakeholder relationships.

4.     PRINCIPLE ACCOUNTABILITIES

  1. Demonstrated experience in managing bilateral or intergovernmental service arrangements, including negotiation, implementation, and performance monitoring.
  2. Strong understanding of public sector governance, including relevant legislation, policy frameworks, and accountability requirements.
  3. Excellent stakeholder engagement and relationship management skills, with the ability to work effectively with government agencies, international partners, and internal stakeholders.
  4. Highly developed written and verbal communication skills, including experience preparing ministerial briefs, reports, and formal correspondence.
  5. Proven ability to manage complex projects, meet deadlines, and deliver outcomes in a service delivery environment.
  6. Strategic thinking and analytical capability, with the ability to assess risks, identify opportunities, and provide sound policy and operational advice.
  7. Leadership and team management experience, with a demonstrated ability to foster a positive and inclusive workplace culture.

5.     MAJOR DUTIES

  1. Build and maintain strong, collaborative relationships with bilateral partners.
  2. Serve as the primary liaison for bilateral service agreements and negotiations.
  3. Facilitate regular communication and engagement with the department’s key stakeholders
  4. Coordinate and monitor the delivery of services under bilateral agreements with various key stakeholders.
  5. Ensure service standards, KPIs, and contractual obligations are met.
  6. Contribute to the development of bilateral strategies aligned with organizational goals.
  7. Identify opportunities for new partnerships or service enhancements.
  8. Support the development of proposals, MOUs, and service-level agreements
  9. Ensure compliance with legal, regulatory, and policy frameworks.
  10. Prepare reports, briefings, and presentations for internal and external stakeholders.
  11. Monitor and evaluate the effectiveness of bilateral services.
  12. Lead and mentor a small team (if applicable).
  13. Collaborate with internal divisions (e.g., legal, finance, operations) to support bilateral initiatives.

6.     NATURE AND SCOPE

It is a senior position that reports to the Secretary DPM. The person responsible to manage the branch’s activities and a subordinate and is also responsible for implementing and supervising the activities for the Bilateral branch.

6.1                WORKING RELATIONSHIP

(a) Internal

  • Liaise with the Divisional Heads on bilateral programs and projects

(b) External

    • Liaise with stakeholders
    • Liaise with donor agencies on agreed projects with DPM

6.2                 WORK ENVIRONMENT

The position is an administrative position that plays a vital role in managing partnership with stakeholders, donor partners and other agencies

(a) Qualifications

Bachelor’s degree in International Relations, Business Administration, Public Policy, or a related field (Master’s preferred).

(b) Knowledge

Knowledge of relevant public service legislations within which to operate within

Knowledge of the legislative frameworks of external partners and stakeholders

(d) Work Experience

Minimum of five (5) years of work experience in managing partnerships, service agreements, or international programs.
