2. PURPOSE
Provide comprehensive HR policy advice whilst also ensuring proper coordination of HR policies within the standards, paradigms and procedures to enhance efficiency, accountability and best practice within the Public Service in compliance with Public Sector Reforms.

4. PRINCIPLE ACCOUNTABILITIES
Effective and efficient management of HRPCA Branch.
Conduct and carry out research and development on HRPCA Systems, policies, systems and practices.
Conduct and carry out research and development on HRPCA Policy planning and practices.
Analyze and review existing HRPCA Policy systems and practices.
Advise clients on HR policies and practices.
Coordinate HR policies
5. MAJOR DUTIES
Direct, control and co-ordinate the functions, activities and resources of the HRPCA Branch.
Direct, control and co-ordinate research, development and formulation of HRPCA policy guidelines, standards, paradigms, work ethics and procedures to enhance efficiency, accountability, transparency and best practice in the Public Service.
Plan and co-ordinate the implementation of HRPCA for Public Sector Reforms programs within Provincial and Local Level Governments in accordance with Government policy.
Develop and formulate research parameters and guidelines to ensure relevance and clear understanding of responsibilities by staff.
Direct and control work programs, schedules and reporting system for the Branch.
Submit reports and research findings to Management.
Develop a comprehensive on the job training program for Branch staff.
Conduct appraisal of subordinate staff in accordance with the revised staff performance appraisal guideline
Reports directly to the Executive Manager – Strategic Policy Development Division.
Report to Deputy Secretary – Policy Development & Reform
Facilitate Secretariat services
6. NATURE AND SCOPE
The scope of this position is primarily focused on HRPCA policy coordination and advice on the functions. Conduct research and review / development HRPCA policies, systems and process for PNG Public Services.
6.1 WORKING RELATIONSHIP
(a) Internal
Consult Executive Manager and Managers in Strategic Policy Development Division
Consult with Executive Managers and Managers in other Divisions and Branches.
(b) External
Maintain liaison with First Assistant Secretaries and Assistant Secretaries Departments and Provincial Administrations.
Liaise and consult with relevant organizations and institutions both within PNG and abroad on issues of interest.
6.2 WORK ENVIRONMENT
The position is a technical position that requires a policy development specialist to occupy and perform effectively on the job.

9. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
A degree in Public Administration, Public Policy & Management, Human Resource Management and or Political Science
(b) Knowledge
Public Service (Management) Act, General Orders, Public Finance Management Act, Organic Law on Provincial & LLG, relevant Government policies and parts of PNG Constitution.
Well versed in theory and practice of public policy analysis, development and formulation, public administration and management and PNG public administration. Must have thorough knowledge of research methods and techniques.

(d) Work Experience
Must have a minimum 5 years’ experience in a senior or a management position. Proven record in management and administration, strategic policy analysis, policy formulation and coordination.
