1.PURPOSE

  • Provide high level electrical sound advice to the Manager Building & Properties to coordinate electrical maintenance programs and related activities, supervise assigned skilled electrical tradesman, implement and maintain electrical maintenance services within established guidelines and standards and perform skilled electrical maintenance at DPM’s Devon Lodge Institutional Housing and other Government Institutional Houses and Buildings as required by Agencies.
  • Provide safe and cost-effective electrical services and applications on all Government houses and buildings.
  • Provide in an efficient and effective installation, servicing and maintenance of existing and new electrical facilities ensuring proper functioning of electrical plants and equipment for the safety of the workers and users of Government run office buildings and staff residence operated by DPM

2.ACCOUNTABILITIES

  • Providing technical support to the property management team on safe, quality and cost-effective electrical services and high level electrical technical advice to the Manager Building & Properties.
  • Ensure safety measures and standards are in place in accordance with safety standards at all times on Government houses and buildings.
  • Be responsibilities and consider safety first when performing duties and responsibilities    by ensuring all electrical operation and services are in Government houses and buildings are checked before usage; and
  • Ensure that all checks are carried out on protective devices of electrical installation in Government buildings.
  • To give sound technical advice to the Property Management team on all aspect of electrical services for Government houses and Buildings.
  • Ability to assess electrical maintenance risks and promptly provide mitigation action.
  • Performs duties as described under tenant’s request forms on electrical issues and emergencies with down time of one (1) day for minor breakdowns and defects, two (2) for major breakdowns and defects and a week for new replacement and installations.
  • Monthly scheduled inspection to be conduct regular to identify risks or hazards are quickly addressed and maintained at zero percent (0%) and report furnish at the end of each month.
  • Same day attendance and addressing of electrical system breakdowns and building defects and prompt update to tenants via helpdesk services for tenants of residential accommodation and through the Manager Building & Properties for Building Accommodation.  
  • Adequate storage of all electrical and cataloguing of all items in the storage for ease of reference for replace of faulty parts replace within 1 day and low stock monitoring and replenishing at re-order point avoiding stock reaching nil stock and to avoid unnecessary lengthy downtimes.  
  • Ensure 100% delivery and completion of scheduled planned preventative maintenance (PPM) for electrical services.
  • Electrical system breakdown works and replacement or installation or new to be carried out in-house at rate 90% while with 10% outsourced based on volume of breakdown works, emergency and the urgent nature of the plumbing issue.  
  • Monthly stock-take or inventory of tools and materials provided by organization with report to be provided at the end of each month.
  • Personnel Protective to be worn with safety rules to be observed at all times at the plumbing work sites ensuring zero percent (0%) injury and work loos time

3.MAJOR DUTIES

  • Hundred percent (100%) availability for all electrical facilities with down time of one (1) day for minor works breakdown and failures, two (2) days for major breakdowns and a week for new replacements and installations.   
  • Identified electrical risks or hazards to be quickly addressed and maintained at zero (0) percent.
  • Same day responses to electrical breakdown or failures, faults and prompt update to customer (tenants of Government building and tenants of residential properties own and operated by DPM on behalf of GoPNG) on the status and progress of remedial works either repair or replacement before or by close of business on the same day via the helped desk services provided to interaction on matters of business.  
  • Reading electrical plans, electrical drawings or technical plans that outline the electrical wiring of building and plan out and arrange the purchase electrical materials need for works to be carried out
  • Will be responsible for installation and maintenance of electrical infrastructure in houses and buildings according to sound engineering practice and equipment specifications
  • Rewire and wire power and control panels in domestic, commercial and industrial Government owned houses and buildings.
  • Find faults on panels & instruments and in electrical infrastructure. Gather information on the fault findings; attain as much information as possible regarding the cause and effects of the fault. Analyze the information found from the fault, investigate, rectify and test the fault.
  • Preparation and observation of trouble shooting, most faults provide obvious clues to cause. Define the trouble shooting areas, identify the trouble shooting and determine the most possible cause and test and repair the trouble shooting
  • Repair and maintain appliances and service lightings for all Government Buildings.
  • Conduct regular inspections and provide reports and recommendation to maintain service standards and/or improve services.
  • Adequate storage of all critical electrical parts with faulty parts to be replaced within one (1) day and low stock monitored and replenished at re-order points avoid reaching nil stock and causing unnecessary lengthy downtimes.
  • Perform any official works assigned by the Secretary, Executive Manager or Property Manager, if and when instructed to carry out Office related matters, general office duties and assist tradesman with their assigned duties of carpentry and plumbing.
  • Hundred percent (100%) delivery and completion of scheduled planned preventative maintenance (PPM) both internally and externally be service providers.
  • Ninety percentage (90%) of electrical breakdown works and replacement or installation of new to carried out inhouse with ten (10%) to be outsourced based on the volume of the breakdown and emergency or urgent nature of the electrical request.
  • Periodic (monthly, quarterly, bi-annual and annual) stock-take or inventory of Department provided electrical tools of trade and electrical appliance and equipment purchased for tenants with report provided at the end of each month.
  • Perform business management duties such as maintaining record and files, preparing reports and ordering supplies and equipment.
  • Personnel Protective Equipment (PPE) to be worn with safety rules to be observed at all times at all times ensuring zero percent injury and work loss time
  • Comply with PNG Power Electricity codes and guidelines and adhere to all safety guidelines
  • Maintain current electrician’s license or identification card to government regulation  

4.REPORTING AND WORK RELATIONSHIP

4.1.Internal

5.PERSON AND POSITION SPECIFICATIONS

5.1.Educational Qualification

  • Minimum educational qualification of Grade 12 is essential with Trade Electrical Certificate from recognized PNG technical and vocational colleagues or universities  
  • Valid and Current PNG Power License. Certified Trade test qualified Electrician, registered with   PNG Power Limited is essential
  • Apprenticeship Certificate from established and recognized firms in PNG

5.2.Work Experience

  • At least 8 years work experience
    • in the Service industry with relevant experience in installation, maintenance and service of different and complex electrical systems.
    • High-rise commercial building, industrial and residential electrical systems.

5.3.Knowledge

  • Demonstrated knowledge of electrical maintenance and design principles.
  • Ability to assess electrical maintenance risks and promptly provide mitigation actions
  • Ability to troubleshoot electrical defects and design issues affecting the operating electrical systems.
  • Ability to read and or interpret as built technical (electrical) drawings and work in confined spaces.
  • Ability to work after hours, over the weekends, on public holidays and shutdowns.
  • Basic knowledge of Building and Facilities Management, methods and practices of test instruments, tools and materials typically applied in repairs and service of electrical equipment 
  • Strong knowledge of hazards involved in occupational health and safety in work practices.
  • Strong knowledge of PNG electrical systems, standards and regulations
  • Sound knowledge of Public Services (Management) Act and General Orders
  • Sound knowledge of Public Finance (Management) Act.
  • Strong knowledge of PNG electrical system, standards and regulations
