Provide high level plumbing advice to the Manager Building & Properties for the efficient and effective installation, servicing and maintenance of existing and new plumbing (roofing, sanitation, drainage, hydraulic, sewerage) and building facilities ensuring proper functioning of plumbing systems for the health and occupation of the internal and external users of Government run office buildings and staff residences operated by DPM.
2.ACCOUNTABILITIES
Provide technical advice to Property Manager on the safety, quality and service standards for the plumbing trade; and
Ability to assess plumbing maintenance risks and promptly provide mitigation action.
Performs duties as described under tenant’s request forms on plumbing, sanitation, roofing, sewerage, hydraulic and building system with down time of one (1) day for minor breakdowns and defects, two (2) for major breakdowns and defects and a week for new replacement and installations.
Monthly scheduled inspection to be conduct regular to identify risks or hazards are quickly addressed and maintained at zero percent (0%) and report furnish at the end of each month.
Same day attendance and addressing of plumbing system breakdowns and building defects and prompt update to tenants via helpdesk services for tenants of residential accommodation and through the Manager Building & Properties for Building Accommodation.
Adequate storage of all plumbing and cataloguing of all items in the storage for ease of reference for replace of faulty parts replace within 1 day and low stock monitoring and replenishing at re-order point avoiding stock reaching nil stock and to avoid unnecessary lengthy downtimes.
Ensure 100% delivery and completion of scheduled planned preventative maintenance (PPM) for plumbing and hydraulic services.
Plumbing and hydraulic system breakdown works and replacement or installation or new to be carried out in-house at rate 90% while with 10% outsourced based on volume of breakdown works, emergency and the urgent nature of the plumbing issue.
Monthly stock-take or inventory of tools and materials provided by organization with report to be provided at the end of each month.
Personnel Protective to be worn with safety rules to be observed at all times at the plumbing work sites ensuring zero percent (0%) injury and work loos time
3.MAJOR DUTIES
Carry and repair routine maintenance duties on plumbing, hydraulic, drainage, roofing, sanitation and sewerage systems and building facilities.
Coordinate with contracted plumbing and building services providers ensuring plumbing, hydraulic, drainage, sanitation, roofing and sewerage systems are functioning effectively
Oversee the fitting and repair of sanitation systems such as toilets, taps & sinks, bathtubs, urinals, hand basins etc. by contracted plumbers or carried by in house plumber.
Maintain and repair damages including broken pipes and clogged drains
Assist pipe fitters in the layout, assembly and installation or pipe fixtures of water, including digging of trenches
Fill pipes with resin or sand to prevent distortion to ensure pipes are steady during installation and immerse pipes in chemical solutions such as bleach and dispersants to remove oil, dirt or scale.
Inspect plumbing work site to determine type and number of materials and equipment.
Install plumbing systems such as sinks, toilets, tbs, etc and also install supports and hangars for plumbing fixtures and pipes.
Perform repairs or adjustments on piping connections, valves, couplings, passage holes and fixtures in the structures using measuring instruments such rulers and levels.
Locate and mark the position of pipe installations, connections, passage holes and fixtures in the structures using measuring instruments such as rulers and levels.
Measure, cut thread and bend pipes to required angles using hand and power tools or machines such as pipe cutters, pipe-threading machines pipe bending machines.
Install pipe assemblies, fitting valves, appliances such sinks and toilets using hand held and power tools.
Cut opening in structures to accommodate pipes and pipe fittings using hand and power tools and hand steel supports from the ceiling joists to hold pipes in place
Repair and maintain plumbing replacing defective washers, replacing or mending broken pipes and opening or clearing clogged drains.
Direct workers engaged in pipe cuttings and preassembly and installation of plumbing systems and components.
Install underground storm, sanity and water piping systems and extend piping to connect fixtures and plumbing of these systems.
Assemble pipe sections, tubing and fittings using couplings, clamps, screws, bolts, cement, plastic solvent, caulking or soldering, brazing and welding equipment.
Fill pipes or plumbing fixtures with water or air and observe pressure gauge to detect and locate leak.
Operate and monitor pressures gauges to identify and fix leaks as well as evaluate all installations ensuring appropriate pipe sizes and grades are used
Study building plans and inspect structures to assess material and equipment needs to establish the sequences of pipe installations and plan installation around construction such as electrical wiring etc
Laison with building construction project managers to ensure plumbing operations align will overall construction objectives.
Strictly ensure compliance will relevant plumbing codes, legislations, policies and systems and review blueprints, building codes and specifications to determine plumbing work details.
Prepare plumbing cost estimates and budgets for projects and conduct price negotiations to the rate of plumbing services and or contracts
Direct and coordinate the activities of trainee plumbers and plumbing assistants.
Keep records of plumbing assignments, produce details plumbing work reports and perform calculations for special and complex plumbing projects.
Plan new plumbing installations and modifications projects, prepare specifications and major overhauling projects applying the knowledge of plumbing specifications.
Order for replacement of crucial plumbing parts required, perform repairs as ordered and keep records of plumbing servicing equipment
Provide assistance to the Department colleagues effectively and maintain and require equipment, building and properties
Provide support after hour when required in emergency and other related shut downs
Any other plumbing tasks as directed by the Manager

5.PERSON AND POSITION SPECIFICATIONS
5.1.Educational Qualification
Minimum educational qualification of Grade 10 or 12 is essential
Certified Plumbing Trade Certificate from PNG and overseas
Technical Apprenticeship Certificate from the PNG National Trade & testing Board (PNGNTTB) and vocational colleges
Valid Department of Labour & Employment Plumbing License
5.2.Work Experience
At least 8 years work experience in the Service industry with relevant experience in construction, industrial or commercial plumbing role and exposure to serving of different plumbing systems.
Commercial and residential high-rise plumbing installation, maintenance and service, hydraulic, roofing, drainage and sanitation systems.
Building (Energy) Management System (BMS)
5.3.Knowledge
Demonstrated knowledge of plumbing maintenance, installation services and design principles.
Demonstrated knowledge of general building and facilities management
