|
- To manage and administer the Government Pay Policy & Industrial Relations Division (GPP&IRD) of the Department that is responsible for the Corporate Outcome on Terms and Conditions and other Governments priority Directives in the Department’s Corporate Plan by ensuring activities under the Industrial Relations, Remuneration Development & Management, and the SCMC/CSC Secretariats Branches are effectively performed.
- Effective and efficient management of the operations and resources of the GPP&IR Division.
- Effective coordination and management of the provision of quality policy proposals, analyses and optional solutions to industrial relations demands and disputes by unions for approval consideration and action by the Government through Deputy Secretary, Policy, within the overall pay policy framework.
- Effective management of timely responses and analyses of pay policy submissions from client agencies to be consistent with the overall Government’s Wages Policy framework but responsive to prevailing economic conditions & political climate.
- Efficient management and maintenance of the Job Evaluation System and ensuring that organization structures are properly graded for the application of approved terms and conditions of employment in accordance with approved pay policy and job evaluation principles.
- Effective management and coordination of the activities of Salaries & Conditions Monitoring Committee Secretariat and implementation of Government policy in public authorities.
- Expert, reliable and sound advice provided to the Secretary for DPM/Chairman SCMC through the Deputy Secretary (Policy) on the operations, policies, procedures and systems as applied in the public service.
- Prepare and develop work plans, schedules, strategies and activities for the IER Division consistent with the Department’s Corporate and Management Actions Plans.
- Coordinate, and oversee the activities of the Industrial Relations Branch under the Manager responsible to ensure that there is effective dialogue with the public sector unions and that their log of claims are attended to on a timely manner. Maintain regular communication with client departments and government agencies to ensure that there is industrial harmony within the work environment.
- Direct and supervise an effective and close working relationship with the Remuneration, Review and Management Branch under the Manager responsible to ensure that relevant reviews and development projects are of acceptable quality, timely and report on progress are delivered to management.
- Direct & supervise the activities of the Job Evaluation System including correct application of approved standards, meetings of Job Evaluation Panel for the Public Service and job assessments are carried within the approved guidelines.
- Supervise and oversee the activities of SCMC/CSC Secretariat & Advisory services under the responsible Manager to ensure quality, efficient and effective outcomes.
- Provide sound and reliable policy advice, briefs and reports on the operations and in particular on the feedback and responses to submissions from client agencies including internal work to the Secretary of the Department through the Deputy Secretary, Policy & Reform.
- Does advocacy for the government with unions meetings and also with the Conciliation and Arbitration under the PS Conciliation and Arbitration Act on behalf of the Secretary.
- Attend Boards and other meeting and within the country as a proxy as and when delegated by Secretary for DPM/ Chairperson SCMC.
- Provide technical advice to Secretary and participate in maintaining the statues of Government as the employer in the tripartite approach administered under the Labor & Industrial Relations legislations.

6. REPORTING AND WORK RELATIONSHIPS
|
- The position directly reports to the Deputy Secretary – Policy & Reform Wing.
- The incumbent of the position is called upon directly by the Secretary DPM on urgent and important matters of Terms and Conditions of Employment and Industrial Relations matters.
- Liaises with other Executive Managers within the Department as and when required individually or through senior Executive Management Team meetings chaired by Secretary.
- Liaise and consults subordinate staff of the Division on regular basis to carryout the duties.
- Liaises and communicates with Senior Executive Management Members/Officers of Public Service Departments, Government Agencies and Statutory Authorities.
- Contacts and meets with Departmental Heads and Executive Managers of Public Service Departments and Statutory Authorities.
- Communicates and meets with Executives of Public Sector Unions on their log of claims and negotiation.
- Does advocacy for the government with unions meetings and also with the Conciliation and Arbitration under the PS Conciliation and Arbitration Act.
- Communicates with Employer and Employee representatives during minimum wages board sittings.
- Meets with Donor Agencies and Clients from overseas and in-country on related matters of interest that relate to terms and conditions of employment.
- Meets with Chairman and members of Councils and Boards Secretary DPM is represented.
- Attends overseas conferences and seminars.

7. POSITION AND PERSON SPECIFICATIONS
|
- Masters Degree minimum, from a recognized University, preferably in Industrial Relations & HRM or other disciplines in the Social Sciences such as Public or Business Administration, Economics, Psychology, Sociology, etc.
Must have sound and in-depth knowledge of,
- Public Service (Management) Act and General Orders, Salaries and Conditions Monitoring Act, Public Finance (Management) Act, Employment Act, all legislations governing Industrial Relations & Employment Relations and other relevant laws.
- Public Service policies, procedures and systems.
- Policy review and development practices with detail knowledge of procedures and practices in the Public Service.
