2. PURPOSE

  • To examine and certify that all claims are in order for expenditure
  • To commit & register all expenditure of public funds

4. PRINCIPLE ACCOUNTABILITIES

  • Ensure the supporting documents are provided with the claims
  • Ensure all claims comply with Public Finance Regulations
  • Effectively maintain proper records of claims produced for expenditure transactions
  • Provide up-to-date accounts transactions

5. MAJOR DUTIES

  • Examine all claims and ensure it complies with Public Finance Regulations
  • Advise on irregularities and take corrective actions

6.1 WORKING RELATIONSHIP

(a) Internal

  • Reports to Accountant
  • Liaise/consult with other Accounts staff, regarding examination of claims for payment
  • Consult other DPM staff on incomplete claims

(b) External

  • Liaise with PNG Investment Promotion Authority/IRC
  • Consults suppliers on quotations/price

(a) Qualifications

  • Certificate in Public Finance/Accounting/Bookkeeping
  • Diploma in Business/Accounting

(b) Knowledge

  • Public Finance (Management) Act and Regulations
  • Public Accounting procedures
  • Basic accounting mathematics
  • Public Service (Management) Act
  • Public Service General Orders
  • Organic Law on Provincial and Local Level Government
  • Relevant Public Service policies, procedures and systems
  • Have some basic knowledge on computing application and Windows 10
  • Integrated Financial Management System (IFMS) processes & procedures

(c) Skills

Ability to demonstrate the following skills at a sound level;

(d) Work Experience

  • A minimum of five (5) years’ work experience in Public Finance/Accounting/Bookkeeping, personnel/HRM functions within the Public/Private Sector is essential.
