2.PURPOSE
To assist the Manager Industrial Relations in ensuring the effective operations in the Industrial Relations Branch in relation to advocacy and negotiation of claims from public sector unions.
3.DIMENSIONS
Must have the following dimension: -

Be able to influence or motivate clients stake holders and share knowledge and ideas and create networks at making strategic friendships and connections
4.PRINCIPLE ACCOUNTABILITIES
Timely preparation of written and verbal advice and responses to submissions from client departments and government agencies in relation to terms and conditions of employment under the guidance of the Manager Industrial Relations.
Regular and consistent consultation with the immediate supervisor and other superiors in the I&EC Division as part of training and development of skills and competencies in the areas of advocacy, negotiation and interpretation of agreements and awards.
5.MAJOR DUTIES
Assist the Manager Industrial Relations in assessing industrial claims from the Public Sector Unions and Associations.
Assist the Manager Industrial Relations in preparing strategies for handling industrial claims through the industrial process as per the PS Conciliation and Arbitration Act.
Assist the Manager Industrial Relations in providing technical advice to clients on interpretation and application of Industrial Agreements and Awards.
Assist the Manager in providing advice (written and verbally) to clients on Terms and Conditions of Employment in the Public Service as per the Public Service General Orders.
6.NATURE AND SCOPE
The job is located within Industrial & Employment Condition Division of the Policy Development and Reform Wing. The Job requires research on policy issues relating to terms and conditions of employment in the Public Service.
6.1.WORKING RELATIONSHIP
(a)Internal
Report direct to Manager IR.
Communicate with other officers of Industrial & Employment Condition Division.
Communicate with other officers of different divisions with the Department (DPM)
(b)External
Communicate with HR Managers and staff of line Departments/Provincial
Administrations) and other stake holders
Public Sector Industrial Unions (PEA and other industrial unions)
6.2WORKING ENVIRONMENT
The Job is technical and it exists within the structure of Industrial & Employment Condition Division, in the Policy Development & Reform Wing.
7.CONSTRAINTS FRAMEWORK AND BOUNDARIES
The job operates within the Industrial & Employment Condition Division and is in the Policy Development and Reform Wing. The job holder provides advices based on policy process and procedures as laid down under the Public Service (Management) Act, the General Orders and other relevant legislations.

(a) Qualifications
A degree in the area of Human Resources Management/ Public Administration and other Social Science field of study from a recognized University
