2. PURPOSE

  • To run and issue Cheques on all authorized claims
  • To maintain efficient operation of IFMS
  • Responsible for the maintenance of the various ledgers including Charts of Accounts and creation of Accounts.

4. PRINCIPLE ACCOUNTABILITIES

  • Raise or run cheques as authorized
  • Effectively maintain accurate and timely records of cheques/ILPOCS raised and issued
  • Ensure expenditure records comply with the Public Finance Regulations/Instructions.

5. MAJOR DUTIES

  • Process cheques for authorized claims
  • Ensure months’/year end rollovers are done timely
  • Maintain records of transactions and advise Accountant of expenditure and any shortfalls
  • Maintaining the IFMS and making sure system is up and functioning

6. NATURE AND SCOPE

6.1 WORKING RELATIONSHIP

(a) Internal

  • Reports to Accountant
  • Consult with the Accountant on claims/cheques raised
  • Liaise with other Department staff on claims

(b) External

  • Liaise with Department of Finance and Treasury
  • Liaise with the Bank of Papua New Guinea

(a) Qualifications

  • Certificate in Public Finance/Accounting/Bookkeeping
  • Diploma in business/Accounting

(b) Knowledge

  • Public Finance Regulations
  • Public Sector Accounting System
  • Computerized Accounting system (IFMS) processes & procedures
  • Relevant Public Finance procedures and instructions
  • Public Finance (Management) Act and Financial Instructions
  • Public Service (Management) Act
  • Have some basic knowledge on computing application

(c) Skills

Ability to demonstrate the following skills at a proficient level;

  • Basic bookkeeping
  • Numerical skills

  • Communication (written and oral)

(d) Work Experience

  • A minimum of six (years) work experience in Public Finance/Accounting/Bookkeeping
  • Experience with IFMS processes
