2.PURPOSE

  • To undertake timely and periodical research and reviews on existing policies in relation to terms and conditions of employment as contained in the Public Service General Orders and industrial agreements for their application in the national public service.

3.DIMENSIONS

  • Be able to influence or motivate clients stake holders and share knowledge and ideas  and  create networks at making strategic friendships and connections.

  • Must on working with other people (industrial unions and stake holders) to reach the goal. Be a team player.

4.PRINCIPLE ACCOUNTABILITIES

  • Relevant and practical policies and procedures in the PS General Orders and industrial agreements that effectively regulate employment terms and conditions in the public service.
  • Timely and periodical reviews of the relevant provisions of the General Orders where the industrial awards can be drafted into the general orders.
  • Effective liaison with client departments and agencies on provisions in the General Orders that need review, for meetings and other relevant actions.
  • Regular communication and liaise with the divisions in the Department of Personnel Management for their views and contributions to any reviews of the provisions of the General Orders

5.MAJOR

 

  • Initiate reviews on certain provisions of the PS General Orders that need review by identifying defects and need for appropriate reviews to be undertaken.
  • Prepare work schedules of industrial awards implementation that will require review and development and their incorporation into the General Orders.
  • Through Manager, Industrial Relations, liaise and communicate with client departments on regular basis to meet with them and gauge their views on the terms and perimeters of reviews that will be undertaken.
  • Assist Manager IR to prepare checklists of tasks and activities for the subordinate staff and stakeholders to be performed in respect to the reviews and developmental work on the General Orders and other reviews on the industrial awards.

6.NATURE AND SCOPE

  • The Job is located within Industrial & Employment Condition Division of the Policy Development and Reform Wing. The Job requires research on policy issues relating to terms and conditions of employment in the Public Service.

6.1 WORKING RELATIONSHIP

(a) Internal

  • Report direct to the Manager – Industrial Relations
  • Communicate with other officers of the division.
  • Communicate with officer of other divisions/branches with the department (DPM)

(b) External

  • Communicates with HR Managers and officers of other Departments, Provincial Administrations and agencies

6.2 WORKING ENVIRONMENT

  • The position is located within Industrial & Employment Condition Division of the Policy Development and Reform Wing

7. CONSTRAINTS FRAMEWORK

  • The position holder under take research based on policy process and procedures as laid down in the Public Service (Management) Act and the General Orders. Cannot make decisions, only can recommend through supervisor (Manager IR)

  • To maintain harmonious industrial relations in the Public Service at all levels.

9.QUALIFICATIONS,EXPERIENCE  AND SKILLS

(a)Qualifications

 

  • A degree in the area of Human Resources Management/ Public Administration and other Social Science field of study from a recognized University

(b)Knowledge

Must possess knowledge of: -

  • Public Service (Management) Act            
  • General Orders
  • Public Finance (Management) Act
  • Industrial Relations Act
  • Industrial Organizations Act
  • Public Service Conciliation and Arbitration Act
  • Teaching Service Conciliation and Arbitration Act

(d)Work Experience
