2. PURPOSE

  • Provide secretarial support to the Salaries & Conditions Monitoring Committee (SCMC) in accordance to Salaries & Conditions Monitoring Committee Act 1988; to make sure all Public Authorities set their terms and conditions within the approved Government Pay Policies.

3.DIMENSIONS

  • (Records significant/relevant quantities on which the job has some direct or indirect impact on.  It gives the scope and scale of the job.  Normally it portrays the amount of finance it is accountable to, the number of staff it supervises and resources (equipments/facilities)

4.PRINCIPAL ACCOUNTABILITIES

  • Properly and critically research and analyze submissions and if there be any need for additional information, gather this missing information and provide the Committee with a quality and well-informed brief.
  • Accurately capture all points, comments and suggestions made as well as the decisions/resolutions reached when taking meeting minutes.
  • Capture precise decision/resolutions in the meeting minutes and transfer them into final decision letters.
  • Timely coordination of all SCMC meetings (both SCMC Secretariat Meeting & SCMC Meeting Proper
  • Promptly dispatch all decision letters whilst taking onto consideration the budget turnaround time for a fiscal year.

5.MAJOR DUTIES

  • Organize and arrange SCMC meeting in consultation with the Manager - SCMC.
  • Conduct research, collect and analyze information/data on Public Authorities.
  • Critically assess SCMC submissions and other general correspondences for advice.
  • Attend SCMC meetings and take meeting minutes.
  • Prepare and dispatch SCMC Decision/Resolutions

6.NATURE AND SCOPE

6.1 WORKING RELATIONSHIP

(a) Internal

  • Reports directly to Manager – SCMC.
  • Liaises consults with branch and divisional officers in the course of performing responsibilities of the position.
  • Liaises and consults with other officers of other divisions and branches of the department.

(b) External

  • Communicates with Public Authority Officials through the Manager - SCMC and Executive Officer – GPPI&ER.
  • Communicates with HR Officers in Public Authorities and Provincial Administrations and Public Hospitals.

9.QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

A University Degree, preferably in Human Resource Management/Psychology or related social science disciplines such as Public Administration, Strategic Management, Sociology or Political Science from a recognized University.

(b) Knowledge

Must have knowledge on the following:

  • Salaries & Conditions Monitoring Committee Act
  • Government Wages Policy
  • Public Service (Management) Act
  • General Orders (with emphasis on GO13)
  • Public Finance (Management) Act

(c) Skills

Ability to demonstrate the following skills:

  • Research & Analytical
  • Communication – Oral and written
  • Computer skills – MS Words, MS Excel, MS PowerPoint

(d) Work Experience

  • Minimum of three (3) years experience in the Human Resource Management or Public Policy Management, especially within Remuneration Section.
