2.   PURPOSE

  • Provide and ensure comprehensive research, development and formulation of strategic HRM policies, guidelines, standards, paradigms and procedures to enhance efficiency and effective service delivery within the National Public Service.

4.    PRINCIPLE ACCOUNTABILITIES

  • Effective and efficient management of HR Policy Research & Development Branch.
  • Coordinate and carry out research on HRM policies, systems and practices.
  • Coordinate and develop new policy initiatives on best HR practices for the public service.
  • Coordinate and analyse existing HRM policies, systems and practices to be reviewed.
  • Advise clients on HRM policies, systems and practices.
  • Effective management and supervision of subordinates in relation to Performance Management, Training, Coaching and Mentoring, Motivation and Personal Development.

5.    MAJOR DUTIES

  • Direct, control and co-ordinate the functions, activities and resources of the HRPD Branch.
  • Direct, control and co-ordinate research, development and formulation of performance policy guidelines, standards, paradigms, work ethics and procedures to enhance efficiency, accountability, transparency and best practice in the Public Service.
  • Plan and co-ordinate the implementation of Public Sector and Administrative Reforms programs within Provincial and Local Level Governments in accordance with Government policy and National Monitoring Authority directions.
  • Develop and formulate research parameters and guidelines to ensure relevance and clear understanding of responsibilities by staff.
  • Direct and control work programs, schedules and reporting system for the Branch.
  • Submit reports and research findings to Management or the National Monitoring Authority as required.
  • Develop a comprehensive formal and on the job training program for Branch staff.
  • Conduct appraisal of subordinate staff in accordance with the revised staff performance appraisal guideline
  • Report directly to the Executive Manager, Strategic Policy Development Division.
  • Report to Deputy Secretary, Policy Development & Reforms as well as the Secretary, Department of Personnel Management.

6.    NATURE AND SCOPE

The scope of this position is primarily focused on HRM policy research and development functions. Conduct research and review or development HRM policies, systems and process for PNG Public Services.

6.1  WORKING RELATIONSHIP

(a) Internal

  • Consult Executive Manager and Managers in Strategic Policy Development Division.
  • Consult Managers and Advisors in other Divisions and Branches.

(b) External

  • Maintain liaison with First Assistant Secretaries, Assistant Secretaries and Programme Managers of Departments and Provincial Administrations.
  • Liaise and consult with relevant organisations and institutions both within PNG and abroad on issues of interest.

6.2  WORK ENVIRONMENT

The position is a technical position which requires a policy development specialist to occupy and perform effectively on the job.

9.    QUALIFICATIONS, EXPERIENCES AND SKILLS

(Required formal qualifications for the job, critical skills, knowledge and experience required for the job are stated here)

(a) Qualifications

  • A degree in public administration, social science, public policy, human resource management, etc.

(b) Knowledge

  • Public Service (Management) Act, General Orders, Public Finance Management Act, Organic Law on Provincial & LLG, relevant Government policies and parts of PNG Constitution.
  • Well versed in theory and practice of public policy analysis, development and formulation, public administration and management and PNG public administration. Must have thorough knowledge of research methods and techniques.

(c) Skills

  • Excellent written and oral (presentation) communications. 
  • Managerial, leadership and decision-making.          
  • Analytical, problem solving and negotiation.
  • Corporate planning and policy development.
  • Public relations.

(d) Work Experience

  • Minimum of five years in a senior or a management position on a similar role.  Proven record in management, administration, policy development and formulation.
