1. PURPOSE

  • To lead, manage and execute designated duties responsibly for effective daily security operations and administration of the security unit within the Corporate Affairs and Capacity Directorate of the department and also to provide timely advice to the Executive Management.

2. ACCOUNTABILITIES

  • Demonstrate managerial responsibilities to lead, plan and control the unit.
  • Ensure effective performance to achieve the overall objectives of the Building and security unit.
  • Prepare timely security and safety report with detailed account on management and operations of the unit.
  • Provide effective and efficient security services to the departmental staff and also ensure that all departmental properties and assets are protected.

3. MAJOR DUTIES

3.1 To plan, lead, manage and control a team of professionals within the Building and Security Unit of the department in order to achieve specific objectives and goals as reflected in the annual work and corporate plan of the department.

3.2  Accountable to the Administration Manager and responsible for all safety protocol and routine surveillance for safe workplace, escorts and drills.

3.3  Establish and maintain a Security & Emergency Programme for prevention, detection and investigation of acts of unlawful interference against the organisational operation and its facilities.

3.4  Administer, supervise and take direct control to all security personnel and other subordinates on functions and responsibilities.

3.5  Coordinate daily security drills within the state building and its premises and also provide escorts to the Secretary, Department of Personnel and Minister for Public Service.

3.6  Consult, monitor and liaise with appropriate authorities to evaluate and assess issues of riot, terrorism and other disastrous security threats.

3.7 Co-ordinate security and safety methods and practices with appropriate internal authorities to ensure that the work of Security Unit progresses smoothly and efficiently.

3.8 Ensures officers’ performance and training capacity needs are adequately addressed in a timely manner.

3.9 Submit timely monthly security and quarterly security intelligence reports to the management as required.

3.10 Carry out other duties as directed in line with the above.

4. REPORTING AND WORK RELATIONSHIPS

(a) Internal

  • Reports directly to Administration Manager/Executive Manager – Finance and Administration Division.
  • Reports to the Secretary, DPM on significant security issues.

(b) External

  • Liaise with other relevant Departments and Law Enforcing Agencies on security issues affecting the Department and the state.

5.   POSITION AND PERSON SPECIFICATION

(a) Qualifications

  • Minimum Grade 12 certificate or a Diploma in Public Administration or other qualifications preferably a Bachelor in Social Science fraternity is desirable.
  • Specialist Security Supervisory Management qualifications
  • Previous security experience at the supervisory level is essential
  • Ex-PNGDF, RPNGC or specialist Security Organisations would be an advantage 

(b) Knowledge

The candidate must possess a high level of: -

  • Adequate knowledge and good understanding of the Public Service (Management) Act, Financial Management Act, Public Employment Act, General Orders and Nambawan Superannuation Act.
  • Technical knowledge in modern electronic security surveillance and presentation.
  •  Security operational and emergency procedures
  • Personnel Management and Public Service Practices and Procedures
  • Basic First Aid
  • Fire Safety and Emergency Procedures
  • Radio Telephone Communication
  • Occupational Health and Safety and etcetera.

(c) Skills

  • Security Operational and Management
  • Security Intelligence
  • Technical Security Report Writing
  • Communication Skills both written and oral
  • Computer Skills – Windows 2007/2010
  • Basic First Aid and Emergency Fire Fighting Drills
  • Sound knowledge of Security Industry and
  • Current PNG Driver’s Licence is an advantage.

(d) Work Experience

A minimum of five years work experience in the Security Industry in the Private or Public Sectors with an additional five years in a supervisory managerial role.
