2. PURPOSE

To facilitate the development, monitoring and review of Department Corporate Plan, Management Action Plans and especially Annual Management Report as required under Section 32, Division 3 of Public Services (Management) Act 2014.

3. DIMENSIONS

In this position, you will report directly to Executive Manager, Corporate Planning, Monitoring & Evaluation Division

                                                   

4. PRINCIPLE ACCOUNTABILITIES

The position is responsible to facilitate the development, review of the Corporate Plan and monitor implementation through the provision of reports quarterly and annually using the Corporate Report Card.  The mandated accountability is the provision of Annual Management Report at the end of first quarter.  It is expected to provide an effective Planning System.

5.  MAJOR DUTIES

  • Management of the Branch Operations
  • Facilitate development, implementation of Department Corporate Plan and Management Action Plan.
  • Manage and Co-ordinate the development and review of the Department Planning System.
  • Provide Secretariat Support to Executive Management Team
  • Co-ordinate timely compilation of Annual Management Report.
  • Create strong working relationship with Program Managers/Divisional Heads and liaise with them on Corporate Planning matters.

6. NATURE AND SCOPE

It is a middle management level position who reports directly to Executive Manager, Corporate Planning, Monitoring and Reporting.  The person is responsible to manage the branch’s activities and three subordinates, Snr Planning Officer and Review Officer and Planning & Information Officer.  Also is responsible for implementing and supervising corporate planning activities including development of department work-plan, implementation and review.

6.1  WORKING RELATIONSHIP

(a) Internal

  • Liaise with Deputy Secretaries, (Human Resource Compliance & Corporate Affairs (HR C&CA), Policy & Reforms and Executive Resourcing & Services), DPM Executive Managers and Managers for corporate planning and performance issues.
  • Consult with Office of Secretary for Executive Management Team (EMT) matters
  • Consult with Manager Financial Management for budgetary requirements.

(b) External

  • Liaise with Publishing Institutions

6.2  WORK ENVIRONMENT

The position of manager planning and review is administrative in nature in that it facilitates corporate management’s mandatory requirements, objectives and strategies.

The task is immense and requires total commitment and dedication.  The incumbent must be willing to work under pressure to consolidate work-plan; set performance standards and measure performance provide reports on achievements in a timely manner.  

9. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

First Degree in Business Management, Public Administration and Social Science or any other related discipline.

(b) Knowledge

  • Must possess a high level of understanding of the following:

  • Public Finance Management Act and their Application
