2. PURPOSE

The major objective is to ensure the department has its annual Management Action Plan (MAP) in place in the first quarter.  The other task is to co-ordinate/facilitate tasks in relation to the development, implementation and evaluation of the department internal planning systems.  

3. DIMENSIONS        

                                                                                           

The position is a senior position, reports directly to Manager; Corporate Planning & Review who is the supervisor and a subordinate is planning & information officer.  There are two (2) job levels between the superior and the subordinate.

4. PRINCIPLE ACCOUNTABILITIES

  • Consolidation and publishing of Department Corporate Plan and Management Action Plans.
  • Provision of an effective Internal Planning System
  • Management and analysis of information to aid sound management decisions

5. MAJOR DUTIES

  • To co-ordinate the implementation, monitoring and evaluation of Department’s Corporate Plan and Annual Work Plan.
  • To provide training to Departmental officers on corporate planning and development of Annual Work Plans for internal planning purposes.
  • To provide secretariat support to office of Executive Manager Corporate Planning, Monitoring and Reporting and Deputy Secretary, HR Compliance and Corporate Affairs.
  • To conduct internal surveys necessary for internal planning purpose

6. NATURE AND SCOPE

 

                                                                              

The senior planning officer position is located in the Corporate Planning, Monitoring and Reporting Division under the Corporate Planning & Review Branch.  It is the only senior position below the Branch Manager who is the immediate superior and one subordinate, the planning officer and information officer.

The incumbent ensures the department’s planning system is vibrant due to continual research and survey conducting to ensure it is efficient and effective.  Also to ensure the department has in placed a corporate plan accompanied by annual management action plan.

6.1  WORKING RELATIONSHIP

(a) Internal

  • Liaise with Deputy Secretaries, HR Compliance & Corporate Affairs, Policy & Reform, Executive Resourcing & Services, Directors, Executive Managers and Managers for department’s corporate issues and publicity.
  • Liaise with Executive Managers on corporate planning matters.

(b) External

  • Liaise with media organization and relevant stakeholders
  • Liaise with publishing institutions

6.2 WORK ENVIRONMENT

The Senior Planning position is located within Corporate Planning, Monitoring and Review Division of the Department of Personnel Management.

8. CHALLENGES

The task requires a full time dedication and commitment from the incumbent.  The job holder must be capable to lead as well as be a team player and most importantly must possess the ability to do research in the corporate strategic planning areas.

9. QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

First Degree in Communications, or other discipline in Public Administration, Business or other Social Science field of study.

(b) Knowledge

  • Analytical and research methods, strategic corporate Planning Models, policy analysis.
  • Sound Knowledge on Public Service (Management) Act, General Order, Organic Law on Provincial and Local Level Government and Public Finance (Management) Act and their applications.
  • Broad knowledge on Public Relations and Media Organizations.

(c) Skills

  • Good written and oral communications.

(d) Work Experience

A minimum of five (5) years of significant experience in planning and information both in private and public would be advantage.
