4. PRINCIPLE ACCOUNTABILITIES
Effective and efficient management of SWF Branch.
responsible for overseeing the practices and implementation of strategic workforce planning.
Coordinate and Carry out research and development on SWP policies guidelines, systems and practices.
Analyze and review existing SWP policies guidelines, systems and practices.
Effective maintenance of dialogue with the relevant stake holders in interpretation and the implementation of the Workforce Planning strategies.
Effective management and supervision of subordinate staff in relation to performance, training, mentoring, motivation and personal development.
5. MAJOR DUTIES
Forecasting staffing needs
Proposal of staffing plans and staffing budgets
Providing strategic advice to government agencies and stakeholders in the National Public Service
Develop strategies for retention, recruitment, training, coaching and knowledge management.
Direct, control and co-ordinate the functions, activities and resources of the SWP Branch.
Direct, control and co-ordinate research, development and formulation of SWP policy guidelines, standards, paradigms, work ethics and procedures to enhance efficiency, accountability, transparency and best Workforce planning in the Public Service.
Plan and co-ordinate the implementation of SWF for Public Sector Reforms programs within Provincial and Local Level Governments in accordance with Government policy and National Monitoring Authority directions.
Maintain individual records of performance assessment of each of the subordinate staff against assigned tasks.
Skill development through employee training programs
Submit reports and research findings to Management.
Reports directly to the Executive Manager – Workforce Policy Research & Skills Development Division.
Report to Deputy Secretary – Policy & Reform
6. NATURE AND SCOPE
The scope of this position is primarily focused on development of skilled workforce. Develop measurable and deliverable workforce planning strategies./
6.1 WORKING RELATIONSHIP
(a) Internal
Consult Executive Manager and Managers in Strategic Policy Development Division.
Consult Managers and Advisors in other Divisions and Branches.
(b) External
Maintain liaison with First Assistant Secretaries, Assistant Secretaries and Programme Managers of Departments and Provincial Administrations.
Liaise and consult with relevant organizations and institutions both within PNG and abroad on issues of interest.
6.2 WORK ENVIRONMENT
The position is a technical position requires strategic workforce planning specialist to occupy and perform effectively on the job.

(a) Qualifications
A degree in Public Administration, Human Resource Management, Public Policy & Management or Strategic Management
(b) Knowledge
Public Service (Management) Act, General Orders, Public Finance Management Act, Organic Law on Provincial & LLG, relevant Government policies and parts of PNG Constitution.
Well versed in theory and practice of public policy analysis, development and formulation, public administration and management and PNG public administration. Must have thorough knowledge of research methods and techniques.

(d) Work Experience
Minimum of ten (10) years in a senior or a management position. Proven record in management and administration, strategic policy analysis and formulation.
