2.   PURPOSE

To co-ordinate and facilitate workforce planning and development in collaboration with service colleagues and stakeholders in ensuring the National Public Service has a workforce planning that sustains the current and future workforce that create an effective and deliverable Strategy Workforce Planning.

4.    PRINCIPLE ACCOUNTABILITIES

  • Timely and periodical reviews of the Strategic Workforce Planning, guidelines, policies, systems and practices
  • Effective liaison with client departments and agencies review and development of strategic workforce planning guidelines and systems.
  • Regular communication and liaison with the internal business process owners on the review and development of Workforce planning policy guidelines, procedures, systems and practices.
  • Constant and effective supervision of subordinate staff
  • Analyze and review existing SWP Policy systems and practices.
  • Advise clients on SWP policies and practices.

5.    MAJOR DUTIES

  • Assist and co-ordinate the functions, activities and resources of the SW P Branch.
  • Implement Workforce Planning policies which provides consistent method of developing and designing workforce planning framework for public service.
  • Assist in developing strategies for retention, recruitment, training, coaching and knowledge management.
  • Co-ordinate research, development and formulation of SWPF guidelines, standards, paradigms, work ethics and procedures to enhance efficiency, accountability, transparency and best practice in the Public Service.Advice on guidelines which will facilitate Workforce planning forecasting on skilled workforce, organizational needs analysis and staff appraisals.
  • Develop and formulate research parameters and guidelines to ensure relevance and clear understanding of responsibilities by staff.
  • Develop and prepare work schedules and programs, and reporting system for strategic workforce planning implementation that will require review and development.
  • Submit reports and research findings to Manager or Senior Workforce Planning officer
  • Assist Manager develop a comprehensive formal job training program for Branch.
  • Report to Manager-  Senior Workforce Planning
  • Initiate reviews on existing workforce planning policy guidelines, procedures, systems and practices that need review by identifying defects and need for appropriate reviews to be undertaken.
  • Liaise and consult with Stakeholders on the review and development on the workforce planning.
  • Prepare checklists of tasks and activities for the subordinate staff and stakeholders to be performed in respect to the reviews.
  •  Oversee the performance of sub-ordinate staff through work assignments, on the job training, and mentoring.

6.    NATURE AND SCOPE

The scope of this position is primarily focused on development of skilled workforce. Conduct research and review and develop SWP policies, systems and process for the National Public Services.

6.1  WORKING RELATIONSHIP

(a) Internal

  • Reports to the Manager – Strategic Workforce Planning Branch
  • Liaise/consult with other staff in the Strategic Policy Development Division
  • Consult Managers and staff in other Divisions and Branches.

(b) External

  • Maintain liaison with other agencies                  
  • Liaise and consult with relevant organizations and institutions both within PNG and abroad on issues of interest.

6.2 WORK ENVIRONMENT

The position is a technical position requires policy development specialist to occupy and perform effectively on the job.

9.QUALIFICATIONS, EXPERIENCES AND SKILLS

(a) Qualifications

  • A degree in Public Policy & Management, Public Administration, Strategic Management and Human Resource Management

(b) Knowledge

  • Public Service (Management) Act, General Orders, Public Finance Management Act, Organic Law on Provincial & LLG, relevant Government policies and parts of PNG Constitutin.
  • Well versed in theory and practice of public policy analysis, development and formulation, public administration and management and PNG public administration. Must have thorough knowledge of research methods and techniques.

(c) Skills

  • Excellent written and oral (presentation) communications. 
  • Managerial, leadership and decision-making.          
  • Analytical, problem solving and negotiation.
  • Corporate planning and policy development.
  • Public relations.

(d) Work Experience

  • Minimum of five (5) years in a similar position.  Proven record in research analysis, administration, strategic policy analysis and formulation.
