2. PURPOSE
To assist in comprehensive research, development and formulation of Strategic Workforce Planning policy guidelines and strategies, standards, models and procedures of the National Public Service.

4.PRINCIPLE ACCOUNTABILITIES
- Timely reporting and submission on the progressive updated on the assigned tasks.
- Regular and consistent consultation with the senior Workforce Planning officer and the immediate supervisor and other superiors in the Strategic Policy Development Division.
- Assist carry out research and development on SWP Systems, policies, systems and practices.
- Assist analyze and review existing SWP Policy systems and practices.
- Advise clients on SWP policies and practices.
5. MAJOR DUTIES
- Collect, analyse and interpret qualitative and quantitative data through available sources relating to skilled workforce development.
- Carryout statistical analysis on workforce planning framework.
- Assist and co-ordinate the functions, activities and resources of the SW P Branch.
- Conduct Periodic research into workforce planning needs in the Public Service.
- Assist the Senior Strategic Workforce Planning Officer in reviewing and developing of the Workforce Planning policy guidelines, procedures, systems and practices.
- Assist the Senior Strategic Workforce Planning Officer in reviewing and Initiating development of Workforce Planning Strategy
- Assist the Senior Strategic Workforce Planning Officer in providing technical advice to clients on the development and review of the Workforce Planning policy guidelines, procedures, systems and practices
- Assist develop work programs, schedules and reporting system for the Branch.
- Submit reports and research findings to Senior Workforce Planning officer
- Report to Senior Workforce Planning officer
6. NATURE AND SCOPE
The scope of this position is primarily focused on SWPF policy research and development functions. Conduct research and review / development SWPF policies, systems and process.
6.1 WORKING RELATIONSHIP
(a) Internal
- Consult with Senior Workforce Planning Officer and other staff in the Strategic Policy Development Division.
- Consult Managers and staff in other Divisions and Branches in the Department.
(b) External
- Maintain liaison with other agencies
- Liaise and consult with relevant organizations and institutions both within PNG and abroad on issues of interest.
6.2 WORK ENVIRONMENT
The position is a technical position requires policy development specialist to occupy and perform effectively on the job.

9. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- A degree in Public Policy & Management, Public Administration and Human Resource Management
(b) Knowledge
- Public Service (Management) Act, General Orders, Public Finance Management Act, Organic Law on Provincial & LLG, relevant Government policies and parts of PNG Constitution.
- Well versed in theory and practice of public policy analysis, development and formulation, public administration and management and PNG public administration. Must have thorough knowledge of research methods and techniques.
(c) Skills
- Excellent written and oral (presentation) communications.
- Managerial, leadership and decision-making.
- Analytical, problem solving and negotiation.
- Corporate planning and policy development.
- Public relations.
(d) Work Experience
- Minimum of three (3) years in a similar position. Proven record in research analysis, administration, strategic policy analysis and formulation.
