2. PURPOSE
- Manages and directs the organization toward its primary technological objectives, based on long-term business systems and service delivery goals, by performing the following duties personally or through subordinate managers.
3. DIMENSIONS
- Budget/Financial Commitments: K3,205, 873 (Divisional Budget)
- Staff: 38 Staff
- Other: Member to ICT society
4. PRINCIPLE ACCOUNTABILITIES
- Manage and Coordinate of MIS&S Divisional staff
- Plan and Coordinate of ICT Policies, HR Process & Procedures
- Provide advice to Organization management on GoPNG HR & Payroll System implementation
5. MAJOR DUTIES
- Establishes current and long range objectives, plans, and policies, subject to approval by the Executive Management Team and Secretary.
- Creates a technical vision for the Department and plans for implementation of new technical projects or business systems.
- Dispenses advice, guidance, direction, and authorization to carry out major plans and procedures, consistent with established policies and Executive Management Team approval.
- Work with division’s branch team on systems management, Quality Assurance & Contract Management Branch and Information Technology Board to discern relevance of new technologies.
- Reviews organization and associates them to established objectives, and takes steps to ensure that appropriate measures are taken to correct unsatisfactory results.
- Prepare technical budgets, allocates resources, and determines schedule of business systems releases or project deadlines.
- Plans and directs all investigations and negotiations pertaining to technical aspects of information and communications technology products and services with approval of Executive Management Team.
- Establishes and maintains an effective system of information and communications throughout the organization.
- Analyses new information and communications technologies and determine their relevance to the organization.;
6. NATURE AND SCOPE
- Provide technical advice to Executive Management Team on the implementation on ICT technology trends and Integrated GoPNG HR & Payroll Systems
6.1 WORKING RELATIONSHIP
(a) Internal
- Provide Technical advice to Deputy Secretary- HR Advisory and Compliance Audit
(b) External
- Technical advice to Provincial Administrations, Hospitals and National Line Agencies on Integrated HR & Payroll Systems

9. QUALIFICATIONS, EXPERIENCES AND SKILLS
(a) Qualifications
- The formal Education of a Bachelor’s degree in Computer Science or equivalent
- Masters in Information Technology/Business Management shall be an added advantage
(b) Knowledge
- Wide range of Information and Communications Technology (ICT) Systems and Processors
- Human Resource Management and Office Administration
- Project Management, ICT infrastructure Planning and designing
- Computer Systems Engineering and Information Systems Development
- Oracle System and reporting tools
(c) Skills
- Administration and technical Communications skills

(d) Work Experience
- A minimum of Ten (10) years of Technical experience in Information and Communication Technology (ICT) environment and Complex Payroll Management Systems
- Five (5) years in supervision role and leading technical team to implement short/long term projects.
- Responsible for program development and/or implementation for ICT and GoPNG HR & Payroll System
