2. PURPOSE:

The Training Coordinator - Ascender Pay IHR/Payroll System Training is responsible for planning, scheduling, delivering, and evaluating training programs across the public sector to build and maintain user competency in the use of the Ascender Pay Integrated HR/Payroll System. This role ensures consistent and effective delivery of training and supports the certification and monitoring of end-user competencies across all levels of government. It also serves as a senior trainer providing direct instructional support during training rollouts.

  • Supports GoPNG’s public sector digital transformation agenda by enabling system proficiency across government agencies.
  • Facilitates user readiness and ongoing capability in the use of the payroll system, directly contributing to accuracy, compliance, and accountability in HR/payroll processing.
  • Without this role, training logistics, feedback mechanisms, and certification processes would be disorganized and ineffective, leading to diminished system compliance and operational inefficiencies.
  • This position is essential for sustaining a professionalized training ecosystem supporting over 250 end users using the payroll system.

3. DIMENSIONS:

Finance: Responsible for minor logistics and training event costs within approved budget allocations.

Staff Supervised: May oversee trainers or act as a team lead in training sessions.

Resources: Training environment access, manuals, schedules, feedback forms, certification templates, and attendance databases.

4. PRINCIPLE ACCOUNTABILITIES:

  1. Develop, maintain, and monitor payroll system training schedules for national and provincial government users.
  2. Coordinate all pre-training, in-training, and post-training activities, including logistics, evaluation, and certification.
  3. Lead training sessions as a senior facilitator and provide guidance to junior trainers or support staff.
  4. Register and manage feedback from end-users to support the continuous improvement of training content and delivery.
  5. Maintain accurate records of trained and certified users in a centralized training register.

5. MAJOR DUTIES:

  1. Draft and communicate weekly, monthly, and quarterly training schedules in consultation with the Manager - System Training.
  2. Ensure training prerequisites and materials are prepared, updated, and accessible prior to each session.
  3. Facilitate training programs in classroom, virtual, or blended formats.
  4. Collect, analyze, and report training feedback and recommend improvements.
  5. Process and issue certificates to successful trainees and update trainee records.
  6. Coordinate with Help Desk and Application Support teams to identify recurring user issues that can be addressed through targeted training.

6. NATURE AND SCOPE:

This position is based within the HR/Payroll System Governance & Training Division under the Whole-of-Government Office. The role reports directly to the Manager - Ascender Pay IHR/Payroll System Training and works collaboratively with trainers, technical staff, and support teams. This role serves also as a senior trainer role.

6.2 Work Environment:

This is a senior specialist training and coordination role requiring familiarity with public service processes and system-based training. It involves occasional travel to provincial locations for onsite training delivery and regular interaction with cross-agency participants.

7. CONSTRAINTS FRAMEWORK AND BOUNDARIES:

Rules/Procedures: Guided by GoPNG General Orders, Public Service Training Policy, Ascender Pay IHRP Training Framework, and Payroll Cycle Procedures.

Decision: Schedules training events, confirms participant lists, allocates trainers, and approves minor training logistics.

Recommendations: Proposes updates to training manuals, certification criteria, and training content based on participant feedback and system upgrades.

8. CHALLENGES:

Maintaining consistent training standards across a geographically dispersed and diverse public service workforce, while adjusting to frequent updates in the IHRP system and ensuring training content remains relevant and accessible for varying levels of digital literacy.

9. QUALIFICATIONS, EXPERIENCE, AND SKILLS:

(a) Qualifications

  • Diploma or Bachelor’s Degree in Human Resource Management, Education, Public Administration, ICT, or a related discipline.
  • Certification in adult learning or instructional design is desirable.

(b) Knowledge

  • Understanding of payroll processes and public service HR systems.
  • Knowledge of training delivery principles and government compliance standards.

(c) Skills

  • Strong coordination, planning, and facilitation skills.
  • Effective communication and interpersonal abilities.
  • Proficiency in MS Office Suite and experience with training platforms or LMS.
  • Attention to detail in maintaining training records and certification tracking.

(d) Work Experience

  • Minimum of 3 years in a training coordination or delivery role within government or large organizations.
  • Experience with payroll or ERP systems training is a strong advantage.
