2.PURPOSE

The Executive Manager reports directly to the Deputy Secretary, Policy Development and Public Service Reforms. The job holder plans, organise, and controls the functions of Legislative Reforms and Public Service Organisation Reviews within the agreed budgets.

The job holder also provides accurate and up to date information and regular reports to Deputy Secretary and Senior Management Team to enable them to manage and make effective decisions in addressing the government’s reforms for improved service delivery to national and sub-national levels.

The job holder will liaise and collaborate with key stakeholders in providing strategic directions on Public Service Ministry Reforms, Public Service Organisational Structural Reviews on ‘Right Sizing’ and Implementation of legislatives reforms in the public service.

3.DIMENSIONS

The Executive Manager –Legislative Reforms and Public Service Organisation Reviews will oversee all activities of the two Branch within the Legislative and Administrative Division. Reporting to the Executive Manager are two (2) Managers position and one support staff. These positions are:

  • Manager – Legislative Reforms
  • Manager- Public Sector Reforms
  • Manager – Provincial Autonomy Coordination
  • Manager – ABG Support Coordination
  • Executive Assistant

       The position is accountable for a budget limitation of K1, 117, 800.00 and a total staff ceiling of 10.

 

4.PRINCIPLE ACCOUNTABILITIES

The position is one of the four (4) Executive Managers reporting directly to the Deputy Secretary and is a leadership and management position that co-ordinates support in the area of Legislative Reforms and Public Service Organisation Reviews in providing strategic directions to staff in their areas of responsibilities as outlined below:

5.MAJOR DUTIES

        a. Executive Manager –Legislative & Administrative Reform is responsible for the implementation of:

  • NEC Decisions on Public Service Reforms
  • Public Service (Management) Act 2014 including,
  • Developing regulations, policies and processes for engaging the technical advisers in line positions at national, provincial and district levels
  • Representation DPM in redefining the functions of DPM and Public Service Commission,
  • Establishing regional inspectorates to counteract corruption at districts levels.
  • Restoring a performance management system to the Public Service Ministry and the public service reform functions.

•     Legislative Reforms including,

  • Coordination and liaison with FLC and State Solicitor Office on the development and drafting of the necessary legislative laws to give effect to the government’s policy directions.
  • Progressing the embedding and empowering HR delegates and providing them certification.

•     Public Service Organisational Review including,

  • Taking leadership of Public Service Organisation Review and Rationalization
  • Providing secretariat support to the Public Service Organisation Review Committee ad relevant Parliamentary Committee on PS Reforms
  • Focusing on concept development through research development and study tours and other interventions.
  • Implementing Whole of Government ‘Right Sizing or streamlining ‘initiatives via Agency amalgamation and transformations.

•     Public Service Ministry Reforms including,

  • Refocusing the role and functions of DPM for increased support to provinces, districts and LLG’s including establishment of a regional presences and enhanced audit functionality,
  • Strengthening the role of PNG Institute of Public Administration in upgrading public servants skills and transforming it into School of Government.
  • Reviewing the role and functions of Public Service Commission for increased focus on investigations and resultant actions.
  • Conducting research on best practices model for conduct of inspections and reviews of organizational matters, complaints against the Public Service and allegations of public servants corruption.

6.NATURE AND SCOPE

6.1 WORKING RELATIONSHIP

The position has 4 direct reports with the following responsibilities:

(a) Internal

  • Responsible to the Deputy Secretary for Policy Development and Public Service Reforms within the Department of Personnel Management on the overall management and administration of the Legislative Reforms & Public Service Organization Review.
  • Accountable for performance of four Managers below the Executive Manager level and one support staff.

(b) External

  • Maintain close and constant liaison with Central Agencies, Line Departments, Provincial and District Administrations for the development of national policies and programs.
  • Consult with counterparts and development partners on matters of national interests.

The Executive Manager will have the ability to work independently on projects, from conception to completion, and must be able to work under pressure at times to handle a wide variety of activities and confidential matters with discretion.

9. QUALIFICATIONS, EXPERIENCES AND SKILLS

a) Qualifications:

Minimum entry qualification is a first degree in an appropriate discipline with majors in Public Policy / Public Administration, Human Resource Management, Business Administration, other Social Science field of studies or a Certificate/Diploma in Industrial Relations Master’s Degree is highly desirable
