2.  PURPOSE:

The purpose of the position Team Leader - Infrastructure Hosting Support is to supervise and coordinate the day-to-day operational maintenance, monitoring, and support of the infrastructure environment hosting the Ascender Pay Integrated HR/Payroll System. This role ensures hosting services are secure, stable, and maintained in alignment with service levels and system availability requirements.

  • This position supports the Department of Personnel Management’s digital payroll and HR system objectives by ensuring infrastructure hosting reliability.
  • The role ensures availability, resilience, and security of the physical and virtual infrastructure hosting the Ascender Pay IHRP System, thus contributing to business continuity.
  • Without this position, critical infrastructure issues may go undetected or unresolved, risking payroll disruptions and non-compliance with hosting standards.
  • This job is essential to guarantee that infrastructure operations are effectively monitored, issues resolved in a timely manner, and preventative maintenance routines are carried out.

3. DIMENSIONS:

Finance: Indirect support to a national payroll expenditure exceeding K6 billion annually.

Staff Supervision: Directly supervises 2-3 technical officers responsible for infrastructure and systems monitoring.

Resources Managed: Physical servers, backup infrastructure, Linux OS platforms, secure VPN/firewall systems, connectivity interfaces at Digitec Ltd, staging and testing environments.

Scope: Manages database support for over 146,000 government employees across 120+ public service agencies.

4. PRINCIPLE ACCOUNTABILITIES:

  1. Ensure daily monitoring and maintenance of the hosting environment at Digitec Ltd is performed efficiently and securely.
  2. Supervise routine system checks including disk usage, server performance, memory usage, and network status.
  3. Maintain secure access to the infrastructure and enforce cybersecurity measures.
  4. Lead the scheduling and execution of infrastructure maintenance, backups, and patching activities.
  5. Coordinate with hosting providers to resolve incidents, apply service updates, and implement improvements.
  6. Maintain up-to-date system documentation, logs, and escalation records.
  7. Provide regular reports and updates to the Manager – Infrastructure Hosting Support.

5. MAJOR DUTIES:

  1. Monitor system uptime, CPU/memory usage, disk health, and server alerts using infrastructure monitoring tools.
  2. Execute routine checks to identify vulnerabilities, outdated configurations, or system anomalies.
  3. Conduct backup verification checks and log any anomalies for escalation.
  4. Maintain access logs, hardware/software inventory, and configuration baselines.
  5. Liaise with Digitec Ltd to track and ensure adherence to SLAs.
  6. Coordinate minor upgrades and OS patches with limited downtime.
  7. Supervise preventative maintenance on hosting equipment and virtual environments.
  8. Document technical issues and resolutions in the support logbook.
  9. Provide technical input to internal audits and infrastructure risk assessments.

6. NATURE AND SCOPE:

The Team Leader - Infrastructure Hosting Support sits within the Infrastructure Hosting Support and Database Management Branch under the Whole-of-Government Pay Office. The position reports directly to the Manager - Infrastructure Hosting Support. It provides direct technical supervision of officers responsible for supporting the Ascender Pay IHRP hosting infrastructure currently hosted at Digitec Ltd.

This role is technical in nature and operates at the frontline of infrastructure integrity. It ensures all hardware and system-level services remain operational, secure, and resilient.

6.1 Working Relationship:

  • Digitec Ltd (primary hosting provider)

  • System vendor (Ascender Pay) and technical consultants

6.2 Work Environment:

The role operates in a technical and operational environment, focused on physical and virtual system infrastructure. The hosting environment is offsite at Digitec Ltd, and the job involves both remote and on-site oversight of system hosting functions. This position requires proactive monitoring, structured escalation processes, and compliance with government infrastructure standards.

7. CONSTRAINTS FRAMEWORK AND BOUNDARIES:

Rules/Procedures: ICT Infrastructure and Hosting Policies, General Orders, Change Control Procedures, SLAs, and Disaster Recovery Protocols.

Decision: Authorized to schedule and approve minor infrastructure maintenance activities and incident response workflows.

Recommendations: Recommends infrastructure enhancements, hosting upgrades, access control improvements, and vendor escalations to Manager.

8. CHALLENGES:

The key challenge for this role is ensuring consistent hosting performance and availability under tight payroll timelines and a dependency on third-party infrastructure providers. Timely issue detection, fast response coordination with vendors, and ensuring secure access within a complex environment all require strong technical and leadership abilities.

9. QUALIFICATIONS, EXPERIENCE, AND SKILLS:

(a) Qualifications

  • Bachelor’s Degree in Information Technology, Networking, or Systems Administration.
  • Industry certifications in systems/network administration or cloud hosting are desirable.

(b) Knowledge

  • Strong understanding of Linux server environments, hosting architectures, and network configurations.
  • Familiarity with data center operations and SLAs.
  • Knowledge of ICT security and disaster recovery practices.

(c) Skills

  • Technical monitoring and fault diagnosis
  • Infrastructure backup and recovery procedures
  • Vendor coordination and incident response
  • Team supervision and reporting
  • Configuration documentation and system logging

(d) Work Experience

  • Minimum 4-6 years of experience in systems or infrastructure support, including 2+ years in a supervisory capacity.
