1. PRINCIPLE ACCOUNTABILITIES
1.1 To direct and provide effective leadership and management for the development and production of Grades 8, 10, 12, FODE, GES, TRPD and VET Student Information Booklets to all schools and institutions.
1.2 To provide active leadership and administration for efficient and effective Data entry relating to all Grades Eight (8), Ten (10) and Twelve (12) assessment and examination, School Based Assessment and Large Scale Assessment (CSMT, PILANA or ERGA) Data.
1.3 To guide, and provide effective leadership and administration for the development and implementation for Grades 8, 10, 12, FODE, GES, TRPD, VET, School Based Assessment and Large Assessment Data (CSMT, PILNA, ERGA or AGMA) Analysis Report to all stakeholders.
1.4 Assist to mentor, coach and encourage section staff to achieve excellence in their work area, and authorize training for the officers.
1.5 Perform any other duties as directed by the Assistant Secretary Certifications and Data Management.
1.6 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, KNOWLEDGE, SKILLS, AND EXPERIENCES
2.1.1 Bachelor’s Degree in Education/Information System/Computer Science.
2.1.2 Post-Graduate qualification in Education or relevant is preferable.
2.2.1 Proficient knowledge about international of educational indicators.
2.2.2 In-depth knowledge of quantitative, qualitative and inference statistics.
2.2.3 In-depth understanding of at least one statistical software package such as SPSS, SAS or STATA.
2.2.4 Proficient in interrogating relational databases using software packages such as Oracle Discoverer or similar Microsoft SQL Server packages.
2.3.2 Proficient oral and written communication.
2.3.3 Ability to lead a team and evaluate subordinates performance and development.
2.3.4 Must have a high level of interpersonal and communication.
2.3.5 Computer literate.
2.3.6 Common spreadsheet competency.
2.4 Work Experience
2.4.1 Demonstrated work experience in statistical environment preferable on education statistics for three to five years.
2.4.2 Demonstrated work experience generating statistics using desktop software and a sound aptitude for management information system is essential.
