1. PRINCIPLE ACCOUNTABILITIES
1.1 Provide legal advice to the Senior Legal Officer and Director – Legal Services to assist the department officers to make correct decisions to avoid any legal proceedings against the department.
1.2 Defend the department in a court of law against any court cases brought against the department by individual.
1.3 Provide guidance and feedback to the Director – Legal Services and subordinates to ensure high work performance.
1.4 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1 Qualifications
2.1.1 Bachelor of Law Degree (LLB) and admission to the Bar or Relevant.
2.1.2 Teaching qualification with a minimum of a Bachelor of Education degree is desirable.
2.2 Work Experience
2.2.1 Have some experience in law practice in management and administration.
2.2.2 Teaching experience and education knowledge is required or have experiences in research.
2.3 Knowledge
2.3.1 Have knowledge of PNG Education Legislation, Education System, and Government Policies including functions and operations of Parliament, NEC, National Education Board and Provincial Education Boards and their relationships with the Organic Law on Provincial and Local Level Governments.
2.4 Skills
2.4.1 Possess analytical skills to interpret laws and legislations.
2.4.2 Ability in communication skills, both oral and written).
2.4.3 Ability to comprehend and present ideas clearly and effectively.
2.4.4 Competent to recommend changes to policies or legal framework to facilitate delivery of education services.
2.4.5 Ability to work with personnel across the department.
