Job Description / Responsibilities:

1. PRINCIPAL ACCOUNTABILITIES:

1.1 Manage and administer the defined UNESCO charter, Conventions and Agreements relating to the specific focus on Education Programs and Go PNG laws, regulations and policy guidelines on aspects of Education Programs.

1.2  Plan and implement Education programs, plans and projects in accordance with UNESCO and GoPNG guidelines and directives.

1.3  Initiate and develop appropriate guidelines on Education programs facilities cooperation for effective implementation by responsible agencies, institutions and organizations.

1.4  Ensure that officers review and revise programs and activities on a quarterly basis, provide realistic update on performance indicators, and prepare budgetary cash flow in close consultation with the Manager - Administration to meet the planned targets of the Division in implementing its activities relevant to UNESCO mandates 

1.5  Prudently manage resources allocated including manpower and finance are appropriately utilized and meaningful outcomes are achieved in accordance with work plan.

1.6  Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.

 

2. QUALIFICATION, EXPERIENCE, KNOWLEDGE SKILLS

2.1 Qualification:

2.1.1 Degree in Education / Arts or related field of relevance from a recognized University Institution.

2.1.2  Course in Policy Management & Research.

2.2 Experience:

2.2.1 Five (5) to ten (10) years of working experience in the Public Service with experience in middle management roles. Past experience in similar role will be advantageous.

2.3 Knowledge:

2.3.1 The UNESCO charter, working procedures and sector mandates.

2.3.2  International Treaties/ Agreements and Understandings and protocols.

2.3.3  DoE Act, Public Finance Management Act, Finance Manual and other relevant legislations

2.3.4  Public Service General Orders.

2.4 Skills:

2.4.1 National Commission standing orders and mandates.

2.4.2  Leadership, organization, management and administration skills.

2.4.3  Excellent interpretation , analytical and innovative

2.4.4  Excellent inter-personal and personnel relationship.

2.4.5  Excellent communication skills both oral and written

2.4.6  Computer literate, especially in Microsoft Word, Excel and Access.
