Job Description / Responsibilities:

1. PRINCIPAL ACCOUNTABILITIES:
1.1 Research and prepare submissions to SSM and TMT on alternate models of carrying out effective staff (Provincial Early Childhood Education Coordinators, Provincial Early Childhood Teacher Training Coordinators’) supervision and appraisal, to improve quality and standards of delivering initial Early Childhood teacher training.
1.2 Lead in the review, development and implementation of policies on staff performance appraisals and inspections in the Provincial centres and PNGEI for currency.
1.3 Prepare annual management plan for the inspections and report on progress of the completion or non-completion of the inspection activities and report to the NDoE budget review team via the Superintendent Early Childhood Teacher Education.
1.4 Write advisory and inspections reports on professional staff performance.
1.5 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.

2. QUALIFICATION, EXPERIENCE, KNOWLEDGE, SKILLS
2.1 Qualification:
Bachelor’s Degree in Early Childhood Education.
2.2 Experience:
5– 8 years of experience in Early Childhood Teacher Education at management level either as Early Childhood Unit manager at PNGEI or Provincial Early Childhood Teacher Training Coordinator.
2.3 Knowledge:
Conversant with Staff performance appraisal and inspections system, and Provincial Early Childhood administration and management
2.3.1 Conversant in Early Childhood Teacher Education and must be competent in designing and conducting research
2.3.2 Thorough knowledge of General Order, Public Finance management act, TSC and DoE Acts
2.3.3 Conversant in Staff Supervision and Appraisal.
2.4 Skills:
2.4.1 Organizational and Institutional management2.4.2• Excellent verbal and written communication skills and computer literate
2.4.2 Must have high level research skills to conduct and present findings (for example, into Pressing issues that affect inspections and quality of learning in early Childhood schools).
2.4.3 Computer literate in MS word and Excel or MS Office applications.
2.4.4 Excellent inter-personal skills
2.4.5 Must be able to lead and develop successful team building within the Provincial Early Childhood centres.
