Job Description / Responsibilities:

1. PRINCIPAL ACCOUNTABILITIES:
Ensure the DoE HRD Policy is implemented to achieve best possible result.
1.1 Develop and review education, training and development policies and programs to meet the changing needs of HR needs and practices and to accommodate changes in society
1.2 Ensure appropriate budgetary allocations are provided annually to implement HR programs
1.3 Manage and provide leadership to continuously improve the delivery of HR programs by planning and managing HR activities of the branch to meet objectives and deadlines, developing and monitoring workflows in the branch, facilitating the reviewing, developing and implementation of revised and/or new processes and procedures.
1.4 Supervise the global planning, implementation and evaluation of HR programs and activities and provide instructional effective leadership.
1.5 Maintain effective liaison and collaboration with tertiary institutions and other training providers on policy matters affecting in-service training of teachers and other officers to meet their training needs.
1.6 Plan, supervise and oversee the preparation and monitoring of the branch’s budget by consulting divisions of the Department in the planning and budgeting of full – time, part – time and other in-service opportunities from year to year.
1.7 Oversee investigations on the efficiency and effectiveness of the HR and in-service training programs.
1.8 Participate as a member of various internal and external training committees, professional bodies, steering committee meetings, aid donor meetings and other professional bodies concerned with HR and training opportunities.
1.9 Screen localization programs including their understudy submissions and make appropriate recommendations.
1.10 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.

2. QUALIFICATION, EXPERIENCE, KNOWLEDGE, SKILLS:
2.1 Qualification:
2.1.1 Bachelor’s degree in Education or HRM
2.1.2 Post Graduate studies in Education is desirable
2.2 Experience:
2.2.1 5 - 10 years’ experience at managerial level, especially in managing HR activities comprising of staff development and in-service education programs
2.2.2 Teaching & training experiences and organizing/coordinating training activities.
2.2.3 Counseling, guidance and supervisory experiences including Office Administration and Management
2.2.4 Thorough knowledge and wide experience in education preferably experience as a senior staff member in an educational institution.
2.2.5 Counsel, mentor, guide, supervise and lead teams /lead learning
2.2.6 Developing training plans and review and develop courses materials
2.2.7 Previous contribution to the wider field of education and show evidence of instructional leadership qualities is desirable.
2.2.8 experiences in public relations and conflict resolutions
2.3 Knowledge:
2.3.1 Relevant knowledge in human resource management and counseling techniques
2.3.2 Thorough knowledge of Government instructions, legislation, policies and regulations on HR matters
2.3.3 Thorough knowledge of DoE and TSC Acts
2.3.4 Relevant knowledge of HR programs and its related activities
2.3.5 Financial Management and Budgeting
2.3.6 Thorough knowledge of bilateral agreements and protocol requirements
2.4 Skills:
2.4.1 Directs, motivates and influences others to achieve results
2.4.2 Excellent communication skills, both oral and written and be able to make oral presentations
2.4.3 Sound analytical ability to assess problem areas and implement improvements
2.4.4 Ready and willing to accept accountability
2.4.5 Computer literate in Microsoft applications
2.4.6 Able to lead discussions and communicate with people at different levels within and outside the Department
2.4.7 Ability to organize staff and resources to achieve objectives
2.4.8 Report Writing and Correspondence Writing Skills
2.4.9 Able to develop individuals into an integrated team to achieve objectives
2.4.10 Skills in reading, interpreting and analyzing data (training, financial, etc.)
2.4.11 Financial Management and budgeting skills
