Job Description / Responsibilities:

1. PRINCIPAL ACCOUNTABILITIES:

1.1 Assist in planning and administering the defined UNESCO Mandate in accordance with Library & Archives Programs, Treaties, Conventions and Agreements relating to the specific focus on Education and MOW Programs and GoPNG laws, regulations and policy guidelines on aspects of Library & Archives programs.

1.2 Ensure effective development, implementation and evaluation of Library & Archives Program plans and project outcomes are achieved in accordance with UNESCO and GoPNG development    goals, aligning with UNESCO’s IPDC and IFAP programmes cooperation between government agencies, provincial administrations and educational institutions.

1.3 Initiate and administer appropriate guidelines on Library & Archives Programs along Article 2 of the existing (1999) Memorandum of Understanding (MOU) between GoPNG and UNESCO especially in Education for all frame works and facilities cooperation for the effective implementation by responsible agencies, institutions and organizations.

1.4  Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.

 

2. QUALIFICATION, EXPERIENCE, KNOWLEDGE SKILLS

2.1 Qualification:

2.1.1 Diploma in Education/ Arts or related field of relevance from a recognized University    Institution. Additional Course in Policy Management & Research is advantageous. 

2.2 Experience:

2.2.1 Three (3) to Five (5) years of working experience in the Public Service with experience. Past experience in similar role will be advantageous.

2.3 Knowledge:

2.3.1 The UNESCO Constitution/ Mandate

2.3.2 International Treaties/ Agreements and Understandings.

2.3.3 Education Act, Public Finance Management Act, Finance Manual and other relevant legislations

2.3.4 Public Service General Orders.

2.3.5 Sound knowledge of the Education System, policies and procedures relating to Public access and protection of freedom of information and MOW programs..

2.4 Skills:

2.4.1 Planning, organization, management and administration skills.

2.4.2 Excellent interpretation , analytical and innovative skills

2.4.3 Excellent inter-personal and personnel relationship.

2.4.4 Computer literate, especially in Microsoft Word, Excel and Access.

2.4.5 Excellent communication both oral and written.
