Designation : ASSISTANT CULTURE & HERITAGE OFFICER (Code- EDU23-00210)

Job Description / Responsibilities:

1.PRINCIPAL ACCOUNTABILITIES:

1.1 Assist in planning and administering the defined UNESCO Mandate in accordance with Culture & Heritage, Treaties, Conventions and Agreements relating to the specific focus on Cultural Heritage Programs and GoPNG laws, regulations and policy guidelines on aspects of Culture & Heritage; , consistent with the GoPNG STDS (2016 – 2030) under main Vision 2050 framework.

1.2 Assist the Culture & Heritage Director in facilitating the daily operations and meetings of National Sub Sector Committee(s) on a regular basis including consultations on policy matters.  

1.3 Assist in ensuring effective development, implementation and evaluation of Culture & Heritage Programs, plans and project outcomes are achieved in accordance with UNESCO and GoPNG guidelines and directives.

1.4 Assist in administering appropriate guidelines on Culture & Heritage programs along with Article 2 of the existing (1999) Memorandum of Understanding (MOU) between GoPNG and UNESCO especially in Culture and Heritage policy frameworks and facilities cooperation for effective implementation by responsible agencies, institutions and organizations. 

1.5 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.

2. QUALIFICATION, EXPERIENCE, KNOWLEDGE & SKILLS

2.1 Qualification

2.1.1 Grade 12 Higher School Certificate 

2.1.2 Post-Secondary Education in Culture or Museum Studies, Anthropology/Archaeology, Policy Management, Research, Arts or related field of relevance from a recognized institution. 

2.2 Experience

2.2.1 One (1) to three (3) years of working experience in the Public Service with experience. Past experiences in a similar role will be advantageous.

2.3 Knowledge

2.3.1 The UNESCO Constitution/Mandate

2.3.2 International Treaties/Agreements and Understandings

2.3.3 Education Act, Public Finance Management Act, Finance Manual, Environment Act, Conservation Act,  and other relevant legislations.

2.3.4 Public Service General Orders. 

2.3.5 Sound knowledge of Culture programs, policies and procedures

2.4 Skills

2.4.1 Planning, organization, management and administrative skills.

2.4.2 Team building and leadership attributes including inter-personal communication skills. 

2.4.3 Basic Computing skills including applications of MS Word, Excel and Access.

2.4.4 Excellent interpretation, analytical and innovative skills.

2.4.5 Excellent oral and written communication skills.
