Job Description / Responsibilities:


1.1 Drive the development of strategies to implement and asses the achievement of divisional priorities by providing strategic leadership and continuous improvement.

1.2 Provide technical advice and facilitate the daily operations of the National Commission for UNESCO or board including regular meetings (3 per year) and consultations on policy matters.

1.3 Achieve competing divisional priorities by mobilizing and managing resources, promoting and encouraging team work through modeling good practice.

1.4 Manage and monitor the implementation of the annual divisional strategic and operational plan and report on achievement of performance targets.

1.5  Ensure development of UNESCO NatCom policies, research and data analysis, and planning activities to meet the changing needs of the development and providing relevant information and data for better management decisions to improving the UNESCO support for national development.

1.6 Hold regular divisional meetings to develop and implement strategies to address problems affecting efficient implementation of divisional activities, and communicating relevant information from the management team including the NatCom board.

1.7 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.


2.1 Qualification:

2.1.1 Degree in Education or relevant field of competence from a recognized University or Post graduate degree is essential/ preferable.

2.2 Experience:

2.2.1 Eight (8) to fifteen (15) years of senior management related experience in a complex and diverse organization.

2.3 Knowledge:

2.3.1  The UNESCO Constitution, International Treaties, Conventions, Agreements & Understandings and other relevant laws and legislative provisions

2.3.2 Excellent and thorough understanding of the government machinery.

2.3.3  Extensive knowledge of the Public Service Government Orders, Public Finance Management Act, PNG National Education Policy and Government MTDS and Vision 2015.

2.4 Skills:

2.4.1 Demonstrate management and leadership skills

2.4.2 Ability to implement change and motivate and influence others to achieve results.

2.4.3 Excellent communication skills, both oral and written.

2.4.4  Excellent team building skills

2.4.5  Good analytical skills to assess problem areas and implement improvements.

2.4.6  Demonstrate capacity to make and implement decisions.
