Designation : ASSISTANT BASIC EDUCATION OFFICER (Code- EDU23-00232)
1. PRINCIPAL ACCOUNTABILITIES:
1.1 Assist in planning and administering the defined UNESCO Mandate in accordance with Basic Education Programs, Treaties, Conventions and Agreements relating to the Education and GoPNG laws, regulations and policy guidelines on Education Programs.
1.2 Assist in ensuring effective development, implementation and evaluation of Basic Education Programs plans and project outcomes are achieved in accordance with UNESCO and GoPNG directive and guidelines and in timely manner
1.3 Assist in administering appropriate guidelines on Basic Education Programs in Education for all frame works and facilities cooperation for the effective implementation by responsible agencies, institutions and organizations.
1.4 Assist in ensuring the review and revision programs and activities are done on a quarterly basis to meet the planned targets of the unit in implementing its activities.
1.5 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATION, EXPERIENCE, KNOWLEDGE SKILLS
2.1 Qualification:
2.1.1 Grade 12 Higher School Certificate
2.1.2 Diploma in Education/ Arts or related field of relevance from a recognized University Institution. Additional Course in Policy Management & Research is advantageous.
2.2 Experience:
2.2.1 One (1) to three (3) years of working experience in the Public Service with experience. Past experience in similar role will be advantageous.
2.3 Knowledge:
2.3.1 The UNESCO Charter and Mandate
2.3.2 International Treaties/ Agreements and Understandings and relevant protocols
2.3.3 Education Act, Public Finance Management Act, Finance Manual and other relevant legislations
2.3.4 Public Service General Orders.
2.3.5 Sound knowledge of the Education System, policies and procedures.
2.3.6 Role and functions of PNG national Commission for UNESCO.
2.4 Skills:
2.4.1 Planning, organization, management and administration skills.
2.4.2 Excellent interpretation , analytical and innovative skills
2.4.3 Excellent inter-personal and personnel relationship.
2.4.5 Computer literate, especially in Microsoft Word, Excel and Access.
2.4.6 Excellent communication both oral and written.
