Designation : ASSISTANT CONSERVATION & NATIONAL PARKS OFFICER (Code- EDU23-00241)

Job Description / Responsibilities:

1. PRINCIPAL ACCOUNTABILITIES:

1.1 Assist in planning and administering the defined UNESCO Mandate in accordance with Conservation & National Parks, Treaties, Conventions and Agreements relating to the specific focus on Conservation Programs and GoPNG laws, regulations and policy guidelines on aspects of safeguarding the environment; , consistent with the GoPNG STDS (2016 – 2030) under main Vision 2050 framework. .

1.2 Assist the Culture & Heritage Director in facilitating the daily operations and meetings of National Sub Sector Committee(s) on a regular basis including consultations on policy matters.  

1.3  Ensure effective development, implementation and evaluation of Conservation & National Parks Program plans and project outcomes are achieved in accordance with UNESCO and GoPNG guidelines and directives.

1.4  Initiate and administer appropriate guidelines on Culture & Heritage programs along with Article 2 of the existing (1999) Memorandum of Understanding (MOU) between GoPNG and UNESCO especially in Culture and Heritage policy frameworks and facilities cooperation for effective implementation by responsible agencies, institutions and organizations. 

1.5 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.

2.QUALIFICATION, EXPERIENCE, KNOWLEDGE & SKILLS

2.1 Qualification

2.1.1 Grade 12 Higher School Certificate

2.1.2 Diploma in Environmental Studies or related field of relevance from a recognized University Institution. Additional Courses in Policy Management, Research, Wild life & resource management is advantageous.

2.2 Experience

2.2.1 One (1) to three (3) years of working experience in the Public Service with experience. Past experiences in similar role will be advantageous.

2.3 Knowledge

2.3.1 The UNESCO Constitution/Mandate

2.3.2 International Treaties/Agreements and Understandings

2.3.3 Sound knowledge of, Environment Act (2000), Conservation Areas Act, Flora & Fauna Act, National Parks Act, Public Finance Management Act, PNG Education Act Finance Manual, Public Service General Orders and other relevant legislations.

2.3.4 Sound knowledge of the Education System, Policies and Procedures.

2.4 Skills

2.4.1 Planning, organization, management and administration skills.

2.4.2 Excellent interpretation, analytical and innovative skills.

2.4.3 Team building and leadership attributes including inter-personal communication skills. 

2.4.4 Computer literate including applications of MS Office (Word, Excel Access, Power Point, publisher) and internet use.

2.4.5 Report writing and research techniques.

2.4.6 Excellent oral and written communication skills.
