Job Description / Responsibilities:

1.PRINCIPAL ACCOUNTABILITIES:

1.1 Manage and administer the defined UNESCO Constitution in accordance with the Science, Treaties, Conventions and Agreements relating to the specific focus on Sciences Programs and GoPNG laws, regulations and policy guidelines on aspects of Science Programs.

1.2 Provide and facilitate the daily operations and meetings of Four (4) National Sub Sector Committees on a regular basis (3 / yearly) including consultations on policy matters.  

1.3 Plan and implement Science programs, plans and projects in accordance with UNESCO and GoPNG directive and guidelines 

1.4 Initiate and develop appropriate guidelines on Science programs along Article 2of the existing (1999) Memorandum of Understanding (MOU) between GoPNG and UNESCO especially in 

1.5 Education for All frame works and facilities cooperation for effective implementation by responsible agencies, institutions and organizations.

1.6 Ensure that officers review and revise programs and activities on a quarterly basis, provide realistic update on performance indicators, and prepare budgetary cash flow in close consultation with the Manager - Administration to meet the planned targets of the branch in implementing its activities. 

1.7 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics. 

2.QUALIFICATION, EXPERIENCE, KNOWLEDGE SKILLS

2.1Qualification:

2.1.1 Degree in Sciences / Arts or related field of relevance from a recognized University Institution.

2.1.2 Course in Policy Management & Research. 

2.2 Experience:

2.2.1 Five (5) to ten (10) years of working experience in the Public Service with experience in middle management roles. Past experience in similar role will be advantageous.

2.3 Knowledge:

2.3.1 The UNESCO Constitution

2.3.2 International Treaties/ Agreements and Understandings.

2.3.3 Information and Communication Act, DoE Act, Public Finance Management Act, Finance  

2.3.4  Manual and other relevant legislations

2.3.5 Public Service (2012) revised General Orders.

2.4 Skills:

 

2.4.1 Leadership, organization, management and administration skills.

2.4.2 Excellent  interpretation , analytical and innovative

2.4.3 Excellent inter-personal and personnel relationship.

2.4.4 Excellent communication skills both oral and written

2.4.5 Computer literate, especially in Microsoft Word, Excel and Access.
