Designation : PROVINCIAL PAYROLL LIASION OFFICER (Code- EDU23-00259)

Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1 Ensure the Provincial Division of Education, Teaching Services Commission and Department of Education Personnel dealing with Teachers and Public servants entitlements are trained and up skilled on established payroll processes and procedures.

1.2 Resolve industrial issues from Ombudsman Commission, PNGTA, TSC, PEA, and other unions by discussing and negotiating with these organizations and liaise with the immediate Supervisor to resolve issues.

1.3 Liaise closely with Department of Finance and Department of Personnel Management on Alesco system matters on accessibility issues.

1.4 Ensure continuous improvement of service performance by evaluating work outcomes and provide regular constructive feedback on work performance to subordinates on work area goals.

1.5 Carry out tasks as directed by immediate Supervisor especially to do with administration issues of the division.

1.6 Incorporate Gender Equity and Social Inclusion principles and values of honesty, accountability, respect, wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.

2. QUALIFICATIONS, EXPERIENCES AND SKILLS

2.1 Qualifications

  • Diploma/Degree qualification in Human Resource Management.
  • Further tertiary qualification is preferable.

2.2 Knowledge

  • Extensive knowledge of Alesco HRM system.
  • Broad knowledge of Salary Determinations or terms and conditions of employment for citizen and non-citizen teachers and public servants.
  • Thorough knowledge of principles and practices of supervision and leadership.
  • Knowledge of TSC Act, PSGO.

2.3 Skills

  • Computer literate, in Microsoft word and Excel.

2.4 Work Experience

  • Minimum 3-5 years’ experience at supervisory level in human resource area.
  • Further experience in using a HRMIS system is highly desirable.
