.1. PRINCIPAL ACCOUNTABILITIES:
1.1 Assist in planning and administering the defined UNESCO Mandate in accordance with Media Programs, Treaties, Conventions and Agreements relating to the specific focus - UNESCO Programs. aligning with UNESCO’s IPDC and IFAP programmes and GoPNG laws, regulations and policy guidelines on aspects of Media programs, , consistent with the GoPNG STDS (2016 – 2030) under main Vision 2050 framework.
1.2 Assist Director- Communication & information in facilitating meetings of the two(2)National Sub Sector Committees on a regular basis (3 / yearly) including consultations on policy matters.
1.3 Ensure effective development, implementation and evaluation of Media/Journalism Programs
1.4 plans and project outcomes are achieved in accordance with UNESCO and GoPNG development goals through facilitation of cooperation between government agencies, and relevant educational institutions.
1.5 Initiate and administer appropriate guidelines on Media & Journalism Programs along Article 2 of the existing (1999) Memorandum of Understanding (MOU) between GoPNG and UNESCO especially in Education for all frame works and facilities cooperation for the effective implementation by responsible agencies, institutions and organizations.
1.6 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATION, EXPERIENCE, KNOWLEDGE SKILLS
2.1 Qualification:
2.1.1 Degree in Arts/majoring Journalism or related field of relevance from a recognized University Institution. Additional Course in Policy Management & Research is advantageous.
2.2 Experience:
2.2.1 Three (3) to Five (5) years of working experience in the Public Service/Private media organizations with experiences. Past experience in similar role will be advantageous.
2.3 Knowledge:
2.3.1 The UNESCO Constitution/ Mandate
2.3.2 International Treaties/ Agreements and Understandings.
2.3.3 Education Act, Public Finance Management Act, Finance Manual and other relevant legislations
2.3.4 Public Service General Orders.
2.3.5 Sound knowledge of the Government Communication systems, policies and procedures.
2.4 Skills:
2.4.1 Planning, organization, management and administration skills.
2.4.2 Excellent interpretation , analytical and innovative skills
2.4.3 Excellent inter-personal and personnel relationship.
2.4.4 Computer literate, especially in Microsoft Word, Excel and Access.
2.4.5 Excellent journalistic communication both oral and written.
