Designation : ASSISTANT SECRETARY SCHOOL INSPECTIONS - MOMASE REGION (Code- EDU23-00276)
1. PRINCIPLE ACCOUNTABILITIES
1.1 Provide strategic leadership to school heads and school communities to support and monitor the implementation of the National Education Plan, 2020 – 2029.
1.2 Sustain an efficient teacher appraisal and school inspection system.
1.3 Provide educational leadership and training for Schools Inspectors and school heads ensuring that schools’, teachers’ and students’ performance are high, constantly improving, and addressing student and community needs.
1.4 Ensure that curriculum goals (both National and Provincial) are met through the development and implementation of inspections policies that are appropriate to assess and report on the effectiveness of learning and teaching programs in schools across the region.
1.5 Supervise and produce summary report on the performance of a group of schools, consistent with the National Quality School Standards Framework (NQSSF)/ National Approach to School Standards Assessment (NASSA) and National School Minimum Standards (NSMS) for public schools in the region as required by the Secretary of Education.
1.6 Strategize and implement policies and practices that lead to effective and efficient investigations into school, staff and Board of Governors/ Board of Management performance and the compilation of reports as required by the Secretary of Education to fulfill his statutory obligations.
1.7 Develop structures and processes that effectively and efficiently permit the collection of reporting on essential data required by the Secretary.
1.8 Maintain effective relationship with Schools Inspectors, site leaders, school communities Provincial authorities and other education stakeholders.
1.9 Assess and implement an appraisal system to report on the performance of Schools Inspectors who report to this position.
1.10 Develop processes and effective practice that permits the coordination of Schools Inspectors involved in collaborative research activities that lead to improved educational practice and outcomes for schools and the region.
1.11 Participate as an active member of the divisional management team to achieve the outcomes required under the NEP.
1.12 Participate in the formulation of the divisional budget ensuring that regional accounting processes model a standard of fiscal probity for all Schools Inspectors and schools in the region.
1.13 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1 Qualification:
The minimum entry requirement for this position is a Bachelor degree or higher;
2.1.1 Bachelor’s Degree in Education/Teaching or relevant.
2.1.2 Post graduate or Master’s degree Education Leadership or relevant is preferable.
2.2 Knowledge:
2.2.1 Sound knowledge of National and Provincial educational policies.
2.2.2 Sound knowledge of Public Service and Finance Management Act, the Education Act and the Teaching Services Act and other legislation as it applies to schooling.
2.3 Skills:
