Job Description / Responsibilities:

1. PRINCIPLE ACCOUNTABILITIES

1.1. Management and control of all financial and available resources are used for the intended purpose.

1.2. Review and the presentation of Reports to the Budget Review Committee including achievements of the Division in relation to the expenditure of given funds.

1.3. Ensure that procurement procedures are followed prior to the authorization of expenditure to commit public funds and disposition of Divisional properties

1.4. Maintain and improve operational strategies in the Divisional Administration to meet Standards Officers requirements.

1.5. Prepare annual Divisional Budgets.

1.6. Monitor and control Divisional Expenditure and disseminate reports to Branch Heads as required.

1.7. Liaise closely with Assistant Secretaries on all matters pertaining to Operational funds, and operational assets in the Regions.

1.8. Work with FAS, Two Assistant Secretaries and two Directors training to develop plans and strategies that will be used to seek Donor Funding besides re-current.

1.9. Ensure Head Quarter and field officers are assisted in their work by providing necessary resources and school visit funds.

1.10. Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.

2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS

  2.1. Qualification:

2.1.1. The minimum entry requirement for this position is a Bachelor degree or higher;

2.1.2. Degree in Business Administration/Management/Finance studies.

2.1.3. Bachelor Degree in Education Management is an advantage.

2.1.4. Post Graduate or Master Degree in relevant field is an advantage.

2.2. Knowledge:

2.2.1. The Education system and its functions and policies.

2.2.2. The Public Service Management Act, Public Service General Orders and the Public Finance Management Act which forms the basis of the day to day operations of the Division.

2.2.3. Thorough understanding of the processes and practices of the inspectorate and guidance services.

2.3. Skills:

2.3.1. Budgeting and financial skills

2.3.2. Solid computation skills

2.3.3. Proven Leadership skills

2.3.4. Problem solving skills 

2.3.5. Good organizational skills

2.3.6. Strong interpersonal and analytical skills.

2.3.7. Innovative strategic planning skills

2.3.8. Computer skills in Microsoft word and excel.

2.4. Experience:

2.4.1. 5 – 10 years’ experience in Administration operations.

2.4.2. Vast experience in related operational duties.
