1. PRINCIPLE ACCOUNTABILITIES
1.1. In close consultation with the First Assistant Secretary and Assistant Secretaries of the Division, develop an Annual Master Plan for administration operations to guide the Division in the general conduct of its activities.
1.2. Consult the Division’s Annual Management Report for the major activities and the respective Assistant Secretaries of the Division to prepare and submit the following;
1.3. Monthly cash-flow Projection to the Finance Division for prompt release of funds to allow the Division to conduct its business.
1.4. Produce Quarterly Budget Review Reports for the activities against budget allocations and seek redress where necessary.
1.5. Compile Annual Budget Estimates for the Division in line with the National Education Plan and the Government’s Medium Term Development Strategy.
1.6. Liaise closely with respective Assistant Secretaries to ensure the following activities and their arrangements are on schedule as planned;
1.7. Planned workshops, reviews and conferences scheduled are organized, resourced and funded.
1.8. Create, maintain and up-date data base for all assets for the Division to make advance planning for assets procurement and disposal purposes.
1.9. Create, maintain and up-date data base for all staff members of the Division to assist in making advance planning for staff appraisals, training, budgeting and other staff entitlements.
1.10. Manage and control all financial resources for the purposes for which the funds are intended and in doing so, ensure that the following are maintained;
1.11. Prudent procurement procedures are followed through the supervision of procurement processes according to approved activity plans for each activity.
1.12. Efficient maintenance activities and service agreements are met and regularly up-dated for the smooth operations of the Division.
1.13. Carry out any other tasks as directed by the First Assistant Secretary for E-Learning.
1.14. Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1. Qualification:
2.1.1. Degree in Business Management or
2.1.2. Equivalent qualification in a relevant discipline is essential.
2.2. Knowledge:
2.2.1. Sound knowledge on Financial Management Act.
2.2.2. Education Curriculum systems and reforms in PNG and globally
2.2.3. Familiar with NDOE’s Vision, Mission and Goals
2.2.4. National Government’s policies and directives for VET system and VET institutions
2.2.5. Awareness of current and future trends in VET.
2.3. Skills:
2.3.1. Excellent personal qualities of leadership and supervision.
2.3.2. Organizational skills, adaptability and initiative
2.3.3. Planning, Management and administration
2.3.4. Policy formulation
2.3.5. Communication skills, oral and written
2.3.6. Ability to participate at different levels of the community, organization
2.3.7. Computer literate.
2.4. Work Experience:
2.4.1.Minimum 5-8 years educational and management experience.
