1. PRINCIPLE ACCOUNTABILITIES
1.1. Develop short, mid and long-term operation plan of the Education Media Production section including budget, monitoring, evaluate and review of the work plan and activities.
1.2. Oversee and manage the daily Education Media Production section operation and staff management.
1.3. Oversee and manage all TV, Radio and Multimedia production.
1.4. Oversee and manage the quality assurance process and programs.
1.5. Design TV, Radio and Multimedia production System in consultation with Chief Engineer.
1.6. Oversee the maintenance of TV and Radio Broadcasting and Production equipment and system.
1.7. Manage and Implement the production aspects of TV, Radio and Multimedia production and the NEMP Strategic Implementation Plan to achieve National Education Media Policy goals.
1.8. Manage Production equipment and facilities and in close consultation with the production and other section staff endorse for procurement, upgrading and maintenance of NEMC equipment and facilities.
1.9. Oversee the management of archiving raw footages, sound bank, master programs and resource materials.
1.10. Liaise with other division, branch, Media organizations on matters related to TV and Radio Broadcasting, Multimedia and Production.
1.11. Review and develop Education Media Production Section management guidelines and procedures.
1.12. Work with NEMC Director to carryout research & development of NEMC activities and Education Media Program.
1.13. Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1. Qualification:
2.1.1. Minimum Bachelor Degree in Education and Information & Technology.
2.1.2. Additional qualification in television and radio production is desirable.
2.2. Knowledge:
2.2.1. Knowledge about the education system and its functions, policies and its mission towards basic education.
2.2.2. Have an in-depth knowledge of the Public Service Management Act, Public Service General Orders. Public Finance Management Acts and National Education Plan (NEP) 2022 – 2029.
2.2.3. Knowledge in production of TV, Radio and Multimedia programs
2.2.4. Knowledge in educational media and ICT in PNG and other countries.
2.2.5. Knowledge of production equipment and system
2.3. Skills:
2.3.1. Strategic Management and leadership skills.
2.3.2. Interpersonal skills.
2.3.3. Communication skills, both oral and written.
2.3.4. Computer literate.
2.3.5. Design and Produce TV, Radio and Multimedia programs
2.3.6. Direct TV, Radio and Multimedia programs
2.3.7. Basic operation of all TV, Radio and Multimedia production equipment
2.3.8. Programming of Educational Broadcast programs
2.3.9. Ability to manage TV and Radio Broadcasting and Production system at a higher order
2.4. Work Experience:
2.4.1. Minimum 5-10 years’ experience in Senior Management role.
2.4.2. Minimum of 5 years in TV production management with the government or other organizations.
