1. PRINCIPAL ACCOUNTABILITIES
1.1 Provide strategic management, planning and monitoring advice to support the UBE Regional Officers, Provincial Divisions of Education and the District Education administration and across NDoE.
1.2 Provide ongoing training for all UBE, provincial and district education officers involved with education planning, management and monitoring of the system.
1.3 Coordinate and facilitate workshops/programs for Provincial and District Education Administrators to enhance capacity building at the sub national levels.
1.4 Assist provinces at sub national levels in the preparation and implementation of the provincial and district education plans consistent with the NEP and UBE planned targets and priorities.
1.5 Provide technical advice and assistance to provinces on regular basis to ensure they are up to date on all aspects of data collection, analysis and management NEP and UBE activities.
1.6 Provide computer expertise and advice to provincial education officers and district education staff in response to Information Communication Technology (ICT) development.
1.7 Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in Programs, Activities and initiatives to foster positive work ethics.
2. QUALIFICATION, KNOWLEDGE, SKILLS AND WORK EXPERIENCE
2.1 Qualification
2.1.1 Teaching qualifications with a minimum of Bachelor of Education degree is the prerequisite.
2.1.2 Relevant tertiary or post graduate qualification in Education Strategic Planning or Management is highly desirable and preferred.
2.2 Knowledge
2.2.1 Extensive knowledge of the PNG education system, education legislation, government policies, MDGs, EFA, UPE and the process of education reform is essential.
2.2.2 Well informed on the current NEP and UBE, sector plans and linkages and alignment to the government’s macro plans.
2.3 Skills
2.3.1 Proven competency in communication skills (oral and written).
2.3.2 Data analytical with sound computer skills in excel and power point is essential.
2.3.3 Planning and monitoring skills.
2.3.4 Policy development and analytical skills.
2.3.5 Interpersonal skills.
2.3.6 Ability to develop into an integrated team player to achieve key result areas.
2.4 Work Experience
2.4.1 Five (5) – ten (10) years of teaching and education administration experience is desirable.
2.4.2 Proven experience of education planning at national, provincial and district level is an advantage.
2.4.3 Previous experience in similar work environment will be considered.
