1. PRINCIPLE ACCOUNTABILITIES
1.1. Lead in organizing and designing new innovations to improve and advance standards and quality for Inclusive Education Curriculum for the Division
1.2. Lead or co-lead to provide proper training for quality inclusive teachers on competency based and qualified to teach inclusive education
1.3. Lead or co-lead in researching and prepare submissions to SSM and TMT on current models of effective Inclusive teacher supervision and appraisal, to improve or advance quality and standards of inclusive education teachers and lecturers in the Inclusive Education Institutions. .
1.4. Lead or co-lead in planning, conducting special / inclusive education curriculum workshops for in-service teachers and regional coordinators to produce qualified and competent teachers to teach in the schools to promote inclusion for all
1.5. Lead or co-lead in reviewing, developing and implementation of Inclusive Education Curriculum and Inspection policies.
1.6. Preparation for the annual management plan for the section and report on the progress on completion & non-completion of Inclusive Education recurrent activities and report to AS – IE
1.7. Present quarterly activities per Branch or divisional allocations to DoE budget review committee.
1.8. Guide Inspectors and Curriculum writers for quality Inclusive Education delivery programs throughout the system schools through National Teacher Education Board of Studies (CSNI, PNGEI)
1.9. Incorporate Gender Equity and Social Inclusion Principles and values of Honesty, Integrity, Accountability, Respect, Wisdom and responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1. Qualification:
2.1.1. Bachelor’s Degree in Management or relevant equivalent qualification is advantageous
2.1.2. Bachelor’s Degree in Education or equivalent is desirable
2.1.3. Bachelor’s Degree in Special / Inclusive Education.
2.1.4. Postgraduate Qualification in Business Management (MBA)
2.2. Knowledge:
2.2.1. Acquainted with the national curriculum of the school system of all levels, , Special/Inclusive Education Curriculum writing and modifications. For IERCs and CSNI.
2.2.2. Acquainted in Special/Inclusive Education and must be competent in designing and conducting curriculum related research in regards to teaching and learning, and assessment of children with disabilities or specific learning needs. In IERCs and courses for CSNI.
2.2.3. Inspections and report writing for different teaching levels in IERCs and CSNI.
2.2.4. Types and reporting of different inspection approaches in IERCs and CSNI in the school system.
2.2.5. National Rating Conference Stamps and their purposes for all teaching levels in all sectors in the education system.
2.2.6. All Stamps and for all teaching levels and schools in different sectors.
2.2.7. Knowledgeable on Public Service General Order 14, Public Finance Management Act, TSC and DoE Acts.
2.3. Skills:
2.3.1.Organizational and Institutional management
2.3.2.Excellent verbal and written communication skills and computer literate
2.3.3.Must have high level research skills to conduct and present findings (for example, into pressing issues that affect curriculum and content quality of learning in schools for children with disabilities and specific learning needs; and inspections of teachers/lecturers in the Inclusive Education Institutions. ).
2.3.4.Computer literate in MS word and Excel or MS Office applications.
2.3.5.Excellent inter-personal skills
2.3.6.Must be able to lead and develop successful team building within IERCs and CSNI.
2.3.7.Positive and mutual working relationship with other school inspectors of all sectors in the education system; and the Curriculum Development Divisio.
2.4. Work Experience:
2.4.1. Minimum of 7 - 10 years’ work experiences in Inclusive Education at senior staff level either as Head of Strand or Senior lecturer of a PTC, CSNI or PNGEI or Principal, Program coordinator of an Inclusive Education Resource Centre.
2.4.2. Inclusive Education Curriculum, office organization and management.
2.4.3. Inclusive Education Inspector in the IERCs and CSNI.
