Designation : FIRST ASSISTANT SECRETARY - VET (Code- EDU23-00415)

Job Description / Responsibilities:


1.1 Direct the formulation of Vocational Education & Training strategies, policies and plans to meet organization need

1.2 Advice and guide the Assistant Secretaries – Vocational Education and Training (VET) school’s operation and SME coordination on development and implementation of national policies relating to professional operational matter.

1.3 Ensure to implement National VET policies and strategic management plans on in all VET system schools throughout PNG

1.4 Appraise and improve individual and team performance within the Division

1.5 Representing the Organization relating to VET schools within the Education System, or other government agencies and NGO’s

1.6 Oversee the Vocational Education & Training Programs or activities throughout the country

1.7 Monitor progressive  and development of VET projects, programs and activities and provide reports

1.8 Administer and Plan the financial budget of the Division and attend review budget projections quarterly

1.9 Review and evaluate plans, projects and programs at every end of financial period.

1.10 Establish and promote partnerships with all stakeholders at national and sub national levels including private partnerships.

1.11  Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Intergrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics



2.1 Qualification:

2.1.1 Bachelor’s Degree in Management/TVET, Master’s degree in Education, MBA, is highly desirable

2.1.2 Minimum of 5 years on relevant work experience is required

2.1.3 Teaching or Training experience in General Education or Vocational is preferable

2.1.4 TOT Certificate from National Training Council or other known institution is relevant 

2.2 Knowledge:

2.2.1 In-depth understanding on PNG National Education Plan (2020-2029), VET Schools Operation management plan and Government’s vision 2050. 

2.2.2 Sound knowledge of Finance Management Act and Budget planning expenditure and review of the Budget. Sound knowledge on Principles and practices on Management and Leadership 

2.2.3 Conversant with the administration and management for VET teacher registration policies and procedures

2.2.4 Acquainted in the PS General Order 14, Public Finance Management Act, TSC Act, PSM  Act 1995 and  DoE Act

2.2.5 Knowledgeable in Staff Appraisal and Supervision.

2.4.1 5 – 10 years in Senior Management work in any corporate or diverse organization.  

2.4.2 Middle & Senior Management experience in managing, coordinating, training in Vocational Education or other relevant sectors
