1. PRINCIPLE ACCOUNTABILITIES
1.1 Accountable for the management of all resources/assets for all VET Coordination regional sites.
1.2 Co-ordinate and monitor all resource management activities covering funding, staffing, equipment’s procurements and civil works, with regard to on-going development of new projects through the department’s project pipeline
1.3 Work in close co-operation with school Principals and the VET Division to establish the goals of the projects to be implemented.
1.4 Provide up to date details of the progress of all funded projects within the division, funded by overseas aid or by the PNG Government.
1.5 Provide the Superintendent Operation with the funding requirements for civil works, equipment and ongoing maintenance needs of the division.
1.6 Monitor regional requirements are met and government’s financial management regulations are followed.
1.7 Ensure the cost-effective management of all regional resources and those funds obtained from other sources are effectively managed and accountable
1.8 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, EXPERIENCES, KNOWLEDGE AND SKILLS
2.1 Qualification:
2.1.1 Bachelor’s degree, preferably in MBA.
2.1.2 Bachelor’s degree in Education is an advantage
2.1.3 Post Graduate degree in Business Administration is advantageous
2.2 Knowledge:
2.2.1 Excellent knowledge of education system.
2.2.2 Sound knowledge of Vocational Education & Training Programs.
2.2.3 Sound knowledge in operational system.
2.2.4 Relevant experience in Education Administration and Management.
2.2.5 Conversant with Building rules and regulations.
2.2.6 Wide experience in tendering procedures.
2.2.7 Sound knowledge of Project Contracting and Project Management.
2.2.8 Sound knowledge of inspection and certifying completed projects.
2.2.9 Evaluation and Land matter experiences.
2.3 Skills:
2.3.1 Proven leadership, administrative & supervisory skills,
2.3.2 Plan, prioritizes, evaluate and monitor.
2.3.3 Ability to analyze, solve and make appropriate decisions.
2.3.4 Excellent communication skills both in written and oral.
2.3.5 Computer literate
2.4 Work Experience:
2.4.1 Experience in a similar job with a minimum of five (5) years industrial experience.
2.4.2 Work experience in Vocational Centers and any system school
2.4.3 Management or supervisory role experience
