1. PRINCIPLE ACCOUNTABILITIES
1.1 Ensure accurate input of HR and payroll information into Alesco System is audited before fortnightly
payroll is released.
1.2 Administer and correct input errors in the Alesco HRM system through payroll audit and quality
assurance process.
1.3 Conduct quality assurance checks to ensure accurate calculations of termination payments is done
correctly and accurately.
1.4 Achieve or exceed client satisfaction by providing courteous and client service.
1.5 Mobilize and manage resources in promoting and encouraging team work.
1.6 Ensure the development strategy on effective payroll management of teachers and public servants
is executed.
1.7 Provide efficient payroll services to provinces to ensure data is correctly entered.
1.8 Develop initiatives and provide capacity building to improve payroll service delivery to provinces.
1.9 Incorporate Gender Equity and Social Inclusion principles and values of honesty, accountability,
respect, wisdom and responsibility in programs, activities and initiatives to foster positive work
ethics.
2. QUALIFICATIONS, KNOWLEDGE, SKILLS, AND EXPERIENCES
2.1 Qualification:
2.1.1 Minimum Bachelor Degree, preferable Master’s Degree in Education, Accounting, HRM and additional
qualification on the Payroll and the Alesco HRM system is desirable.
2.2 Knowledge:
2.2.1 Extensive knowledge of the function of Alesco HRM system.
2.2.2 Broad knowledge of teachers’ Salary Determinations on terms and conditions of employment.
2.2.3 Knowledge of the relevant sections of the PSGO relating to salaries and entitlements of administrative
staff in the provinces and head quarter.
2.2.4 Have an in-depth knowledge of the Public Service Management Act, Public Service General Orders.
Public Finance Management Acts and National Education Plan (NEP) 2022 – 2029.
2.3 Skills:
2.3.1 Strategic Management and leadership skills.
2.3.2 Interpersonal skills.
2.3.3 Communication Skills, both oral and written.
2.3.4 Sound analytical ability in problem solving.
2.3.5 Maintain confidentiality of information on payroll audit and quality assurance activities.
2.3.6 Computer literate.
2.4 Work Experience:
2.4.1 Minimum of ten (10) years’ work experience in a Senior Management role within the Public Service.
