Designation : GTFS MONITORING AND ACCOUNTABILITY OFFICER - GULF (Code- EDU23-00443)
1. PRINCIPLE ACCOUNTABILITIES
1.1 Ensure schools receive GTFS Payments based on actual DOE GTFS disbursement list in a timely manner.
1.2 Prepare Bank Reconciliations after every payment.
1.3 Prepare quarterly GTFS payment reports to DoE in a timely manner.
1.4 Ensure Schools submit quarterly acquittal reports as per Secretary’s Circular Instruction No. 07 of 2018 for monitoring purposes.
1.5 Consult closely with School Inspectors, Provincial Coordinators for Elementary, Primary, Secondary and Vocational sector, DEA’s, School Heads to:
1.5.1 Verify and update school Data
1.5.2 Advice on GTFS Policy matters
1.6 Inform the GTFS Secretariat on GTFS activities in the province.
1.7 Advice GTFS Secretariat on involvement in any GTFS related activities in the province.
1.8 Advise immediate superiors when protocols and areas of responsibilities are breached by other officers.
1.9 Collate and compile GTFS school Acquittal report by sectors
1.10 Send acknowledgement letters to schools when in receipt of acquittals
1.11 Submit GTFS Acquittal report quarterly to Regional Coordinator
1.12 Report on schools that fail to submit acquittals
1.13 Conduct random school visits on GTFS funds
1.14 Submit audit report on GTFS mismanagement issues
1.15 Coordinate and verify school status in the Province by ensuring the school establishments are consistent with General Education Service’s records.
1.16 Ensure District Education Implementation Committees are established as per the TOR and are effectively running.
1.17 Submit quarterly briefs in a timely manner.
1.18 Maintain accurate data on all registered schools in the national education system including FODE, SERC and Permitted Schools in the Province.
1.19 Liaise with schools to submit census forms for validation through the DEIC
1.20 Advise schools regarding GTFS policy and payment matters accordingly.
1.21 Liaise with schools to submit acquittals for auditing and monitoring purposes.
1.22 Gather relevant information to ensure correct advice is given to schools on their enquiries in regards to GTFS after confirming records on payments made, rate of payment and other related issues.
1.23 Incorporate Gender Equity and Social Inclusion Principles and Values of Honesty, Integrity, Accountability, Respect, Wisdom and Responsibility in programs, activities and initiatives to foster positive work ethics.
2. QUALIFICATIONS, KNOWLEDGE, EXPERIENCES AND SKILLS
2.1 Qualifications
2.1.2 Bachelor degree in Education.
2.1.2 Preferable Diploma with other relevant undergraduate equivalent to tertiary qualification
2.2 Knowledge
2.2.1 Sound knowledge of TFF Policy
2.2.2 Fair knowledge on computer applications.
2.2.3 Sound knowledge in Monitoring and Evaluation
2.2.4 Fair knowledge of the PNG education system, education acts , education policies and reforms
2.2.5 Fair knowledge of the Public Finance Management Act and General Orders
2.2.6 TSC Act and Education Act
2.3 Skills
2.3.1 Excellent communication skills, both oral and written.
2.3.2 Computer literate (MS Word, excel, Power point, Email etc.)
2.3.3 Time management.
2.3.4 Good Public relations and inter- personal skills
2.3.5 Team player
2.3.6 Reports writing and submissions

2.4 Work Experience
2.4.1 Five years extensive experience in a supervisory level
